Although they are hardened criminals, hucksters have invaded all fields of sales and it is a "Buyer Beware" situation in many areas. Because of the ability to contact so many people, and because the dangers of being caught and prosecuted are so small, many scam artists have adopted the Internet as the medium to practice their deception. Online auctions are very popular. In 2000 approximately 35 million people participated in these auctions. While most persons were satisfied that they received what they of online buyers paid for. 41 reported having a problem. An Internet Fraud Watch report by the National Consumers League, shows that online auctions remain the top fraud in internet sales. They also report that consumers that have been the victims of deceit in these auctions have for the most part paid with a check or money order. While there seems to be little being done to stop the fraud, at least those participating in the sales can profit by a few ways to help avoid scams. Unfortunately by the time a buyer discovers a problem their money is already in the hands of the seller. If the payment was made by check or money order, chances are they will have been cashed. Using a credit card to make payments offers more protection because buyers have the right under federal law to dispute the charges if the goods were misrepresented or never delivered. In spite of this fact, only 17 of those participating in online auctions utilize the credit card method of payment. Another safeguard would be to use an escrow service. In thi type of transaction the buyer pays a small fee. and an escrow ser- vice holds the buyer's payment and forwards it to the seller upon the buyer's receipt and approval of the item within an agreed upon inspection period. This method is unfamiliar to most auction participants and only 6 of sales are protected in this manner. If you ever purchase anything online, you should strongly consider the use of an escrow service as possibly the best protection you may have against online fraud. The Chief Mine 1 site would be a good location for receiviim the excavated material because the site already contains mine waste from past mining activities. The proposed repository will minimize the likelihood of future human exposure and contamination to air, surface water, and groundwater. In addition, a site can be constructed easily in a manner. repository at the Chief Mine Homes Satterwhite Log - fax (435) 1 1 cost-effecti- ve Contaminated material placed at the site will be compacted and graded to ensure that the repository is stabilized. EPA will then cap the contaminated soil with a cover that will reduce seepage, prevent erosion, and provide stability for the long term. Surface run-o- n and runoff measures including revegetation will be part of the final design for the site. It is likely that the future use of the area will be restricted so as not to disturb the capped disposal area. Land use controls are expected to be part of long term maintenance of the repository. We encourage area residents to let the EPA know of anything we should be aware of or take into consideration when disposing of the contaminated soil at the proposed Chief Mine location. There will be an open house on July 17, 2001. between 6 p.m. and 9 p.m. at the Memorial Building in Eureka, at which time staff from EPA and the Utah Department of Environmental Quality will be available, to discuss the planned soil removal and storage repository'.
