Show I page 8 November 18,1981 newsprint Vernal City Council Minutes Vernal City Council Minutes Novembers 1981 Regular meeting of the City Council held Nuvemlier 4, KWl. called to order by Mayor Sam Snyder at 741 p.m. Those Resent: Mayor Snyder, Councilmembers Gene AnBnson, Karl Migiiori, Jack Stagg; Councilmember Jack Seitz arrived at 750 p.m. and Councilmember Greg Hawkins arrived at BUS p.m. Minutes. Karl Migiiori made the motion to approve the minutes of the (ireviotis regular meeting as correct. Jack Siagg seconded the motion, motion carried unanimously. Water Connections. City Manager Bassett advised the Council two people had contacted him relative to water connections outside of llie City. One Mrs. Andrea Morrell who lives at 4730 South 500 East, stated that previously she and her family used cistern water, however the person who suplicd the water has now retired. Morrell stated she is now using well water hut requests that tire Council approve a connection far her. After a brief discussion on tire uvailalrility of water and the location of the water main. Jack Stagg made lire motion to approve a connection far the Murrells subject to approval of tire Slate Hialih Department. Mrs. Gene Anfinson seconded the motion, motion carried unanimously. Mr. Bassett then advised the Council tlie second request far water connections came from Tom Chrisman for the Knutson Minor Subdivision, lots 7 and 8, for two connections. These subdivision lots are located at 828 and 80B .North on 1500 East. has not started on tliese two dwellings and due to these connections not being a health or welfare probfam, he recommended not approving the two connections. Councilmemlier Kari Migiiori then staled that he had also been contacted by Mr. Chrisman relative to tliese water connections and had been informed that the water rights had been turned in to the City fur three connections before the moratorium was declared; liowever, those three connections have already been made and tlie connections now requested are additional. The Council then discussed wlicther or not the City did commit additional water connections to this minor sulxlivision in connections far Knuls Minor Subdivision. Kari Migiiori seconded the motion with amendment Ilia! the water connections would be approved conditional upon previous committment fay the City far such additional connections, atul tlie staff was i..stnicted to research this. The motion carried unanimously. Accounts Payable. The approval of the accounts payaldu was tallied until farther research could be made on the engineering costs. Mr. Bassett stated building Business Licenses. City Manager Bassett outlined the applications far business licenses with the Council. Gene Anfinson marie tlie motion to approve the licenses as presented. Jack Seitz seconded the motion, molfan carried unanimously. Assistant Planner Robert Hugie reviewed the proposed cliages to tlie zones to the and Council. These changes would require tlie lot size to be tlie same as tlie previous ordinance required - 9,000 square feet fiir duplexes with 90 front fret; and 4,500 with 45 front feet. City Manager Bassett reviewed the Council's request to have the Midland Heights area of the Pike Annexation zoned to RA-instead of the 2 zoning. This matter was reviewed by the Planning Cummiasion again and their recommendation was to zone the perimeter fata, 1 R-- 1 thru 21, as RA-- 1 and the interior lota MH. There was again a lengthy discussion as to the Council's intent v.tien originally zoning this iaroel and also of the Planning Commission's recommendations.
