"These extra costs are for fuel and electricity only, and in no way even begin to address the increased prices formers will pay for fertilizers, pesticides, baler twine, forage bags and other petroleum-base- d products used on the form or ranch, Ashby said. "But there's no doubt about it, this will be an wMitinml burden for formers and ranchers, especially those in Utah and the West. Ashby said most businesses wiU simply pass this tax to consumers as a cost of doing business, but farmers, who are price "takers rather than price "setters," have few options which will aUow them to do that "Agriculture, as a result, will be impacted for greater by this tax, if it is enacted, than perhaps any other sector in industry," Ashby said.
