There are miles of telephone cables, as well as gas, electric, and cable TV lines buried all over. A quick call at least 48 hours before you start digging will get someone out to your place, at no charge, to mark the location of underground utility cables. It win still be a long time before we can look at each other and not see the color of our skin, but if there is any place in the world that this can happen, it is here in the United States of America. The men who drafted the Constitution did not try to solve all the problems of their time or cope with the changes of the future. What they did do was plan a form of government that would last, that was flexible enough to withstand changing times and a changing country. Life in America has greatly improved and changed since the 18th century. The amendments and the changing interpretations of the Constitution have kept America strong. The Preable to the Constitution is an excellent example of the change in interpretation that comes with changing times. The Preamble states: We the people of the United States, in order to form a more perfect Union, establish Justice, American community was a simple, largely agricultural community, and most women were married; it seemed only natural, at the time, that they should be represented by their menfolks. In 200 years the Constitution has grown to where it now represents ail the people; women, all races of citizens, poor people, retarded people, children, criminals, and homosexuals. are fighting to include unborn people under the protection of the Constitution. But the Constitution has grown from the beginning and is still growing to form a more perfect union. EatabUsh Justice, The founders lived in a century where Whites believed themselves to of America. These same ' founders were smart enough to know that the majority can mistreat the minority and that justice is not always the concent of the people. The Constitution gets bp a government that protects all the people from the tyranny of the majority,' by dividing the federal government into three coequal branches executive, legislative and judicial each shrewdly calculated to serve as a check on the others. The Supreme Court decides whether the laws are made and enforced according to the Constitution. have domestic Tranquility. What can a government do for the people that would insure domestic tranquility? The imagination could get out of control. For now we will just bring to mind the Bill of Rights and maybe the new thinking on economic rights. Provide for the common defease. Does this include President Reagan's Star Wars project? It is interesting that the founding fathers made the Commander in Chief of the Armed Services, the civilian President.
