Klnnear, President of Texaco U.S.A., to the Society of American Badness and Economic Writers, In Kansas City, May 4, 1982. "I know of no safe depository of the ultimate powers of society, but the people themselves; and if we think them unenlightened enough to exercise their control with a wholesome discretion, the remedy is not to take it from them, but to inform their discretion." This observation was made nearly 200 years ago by Thomas Jefferson. He believed that an informed public is essential to the survival and g of a free society. Yet a recent study found the majority of the American public wasn't given sufficient information to make informed judgements on the critical i well-bein- energy crises of 1978-7- 1973-7- 4 and that supply and, is essential to the continued viability of the industrial base of the United States. We cannot have a dependable supply of energy without a sound energy policy. And sound energy policy - as with any policy in the United States depends on a knowledgeable public, for it is the people who send signals through the voting process to elected and appointed officials in Washington. Although some cynics would say otherwise, the Government is and must be responsive to the wants of the people. The petroleum industry has just as important a responsibility as the media in giving the facts and figures needed to keep the public informed. In the past, for some good therefore, -- - reasons and some reasons, neither the petroleum industry nor the media did a very good job of keeping the public not-so-go- informed of its energy options. 9. Public understanding of energy is as vital to Americans today as was understanding of the democratic political process in Jeffersons time. And those who write about energy have the significant responsibility of communicating how events in today's energy world will affect Americans. American citizens should realize that a continued and dependable energy supply at a reasonable price is absolutely essential, not only to our economic prosperity, but also to our national security. The petroleum industry is a critical How To Cope With Arthritis there are legitimate reasons to be apologetic, but to be factual why this has occurred. One of these reasons relates to the history of the oil industry. The oil business is very competitive. The slightest bit of information about a dry hole, a producing well, or an acreage acquisition, can be worth millions of dollars to a competitor. The real trick for the industry has break-throug- . always been to decide what information is competitive and what information can and should be shared with the public. At the same time, the media has its own inherent problems: deadlines, space limitations, and stories which are becoming increasingly complex. And while our roles in this information process are cooperative, they are also separate.
