Number 50 Price $.40 EUREKA, UTAH -- DECEMBER 15, 1995 Volume Ninety Juab balances budget; no tax increases needed At their December 5 meeting, the Board of Juab County Commissioners increased the budget but did not raise taxes. The commission set a budget of $4,396 million in the general fund for 1996. This represents an increase of 14 percent over 1995s $3,862 million in the general fund. According to David Cloward, independent auditor with Hawkins, Cloward and Simister of Orem, "I think it is noteworthy that commissioners balanced the budget with no property lax increase. Salaries for county officials and employees represented a 3 percent across the board adjustment, he said. Cloward said that the commission has selected not to incur any debt in 1996. No new leases or notes would be considered, as they arc commuted to pay off all existing debt as soon as possible. "The first thing citizens need to be aware of," said Cloward. "is that this year has been a difficult time for commissioners to balance the budget. Requests of departments exceeded expected revenues by $540.000. " The requests required commissioners to seek detailed budgets from every department in the county, including every salary of every employee and every special piece of equipment requested. "Each department head met with the commissioners and included a line-itebreak down of all materials and supplies requested, said Cloward. AH department heads had a part in the decisions made and were considered. The biggest reason for the increase in the county budget from last years totals, was the new county jail and the needs of meeting staff demands as dictated by the state and federal governments. New showtimes for the popular movie, "Legacy, " have been announced by the LDS Church. Showtimes for the free film, shown daily in the 500-seLegacy Theater in the Joseph Smith Memorial Building, are now 9:30 a.m., 10:45 a.m., noon, 1:15 p.m., 2:45 p.m., 4 p.m., 5:15 p.m., 6:30 p.m., and 7:45 p.m. ffcwv Cloward said, "The point that needs to be made is that the commissioners are not making any tax increases and the expenditures they are making are being mandated by outside influences." Not only had the commission spent a great deal of time balancing the budget, but they had the cooperation of each department head in making the necessary cuts. "County department heads and the commissioners arc to be commended for their dedication to balancing the budget and not increasing taxes for citizens of the county," said Cloward.
