CONGRESS GIVES PALMA FULLEST has right to appropriate any funds for war purposes and may treble the force of rural guards havana the extra session ot con gress called by pr slant P plated at one sitting the business which it was summoned namely granting to president palma of fullest powers not already cons titu tlona lly possessed by the executive for carrying on the work including the right to appropriate any public funds tor war purposes revoking alons voted at the preceding session of congress in order to permit the dl version of the moneys involved to prosecution of the war and authorize auth oriz ing increase of the rural guards to 10 and the artillery to 2 men this trebles the former force of ru ral guards and doubles the artillery these measures which were corn bained in one blanket bill were passed by party votes the liberals and in dependents refraining from voting and the liberal nationalists voting with the moderates
