It's important that we begin the process of developing plans for managing these national treasures, Norton said. "While I share concerns about the way in which these monuments were created, its our job now to see that we develop land use plans in an open, inclusive, and comprehensive way. Designations of certain monuments moat of which are located in the American West had occurred over the objections of some local residents. In a letter to elected officials in states containing one or more of the 17 national monuments in question, the Secretary promoted the land use planning process as an illustration of her management philosophy. According to Norton, the planning for the ftiture managementof these monuments will be a model of what I call the Four cs: Consultation, Cooperation, and Communication, all in the service of Conservation. The Department is committed to management and protection of the monuments consistent with the Four C's, our interim management guidance, and the purposes established in the proclamations. Norton also called on the relevant agencies under herjurisdiction to conduct the planning process with maximum input bom local communities. They also need to make sure the board of health is d. Sue Wardle brary CityCounty Li- Mrs. Wardle thanked Mayor Park and the Lions Club for the computer at the library they are now using. Their goal is to have three computers available for public use. The official name of the library is the Duchesne County Branch Library. This change was necessary in order to obtain grant monies. They are trying to get the wend out to the public to use this facility located on the west end of the old courthouse. Mrs. Wardle said if the lights are on, people are welcome. They now have four volunteers helping at the library. Would the city be willing to back the Duchesne Branch Library? Only one library can be an official branch -prior to this, the high school library haa had that title. The city has been contributing $4,000 to the library annually. If these funds were to go to the branch library, they would be used for books that would stay in town and not go on the bookmobile. Paul Tanner said he would like to pvt with the school on good terms - he wifi speak to Phil Thompaon and try to work out the details. The school is the only school in the district that has a paid librarian one evening per waek. All ofthe county schools get a portion of tax money far books to be used fay the public. DUP Building Two bida had bean received for the DUP building which were read aloud. Pat Timothy would pay $200 far the building. Rodney Nielsen did not offer any money -- just that the building would be moved in 60 day. MOTION by Diana Millv, seconded by Yordis Nielsen, to accept the bid from Pat Timotfiy the DUP Building with the stipulation it must be moved within 60 days. If the 60 dayi period passes and the building is still on city property, the building will revert back to the city and tha money will not be reftindad. Motion unanimous vote. Mrs. Timotfiy was told if tha building is moved to a another location within tha city, it would need to be brought up to code. She may take the building to Myton or Neola, or it may be put on property belonging to Dorothy Ivie. It would have to be put on a permanent foundation. If tha building was to be used for a garage, it would still have to be brought up to code. Main Street Flower Pots Mike Lockwood reported a bracket had been designed for use on the main street poles to enable the flowerpots to be hung safely. The pot would run $33.50 and $39.50. The mayor was told that the business owners would not take care of the pots, which would have to be watered routinely. Mr. Lockwood said ha would provide the planters, soil and brackets the first year. Mike Price will donate the com poet and maintain the flowers all summer long. Hs will also sell flowers to the city for $9.99 per flat or about $200 for flowers on main street, the office, and the cemetery. MOTION by Kelly Kielbasa, seconded by Yordis Nielsen, to accept Mike Lockwood's proposal with eight pots this year and also the proposal from Mika Price. Motion carried by unanimous vote. Street in Industrial Park Nancy Wager asked for this agenda item. Shis said business owners in tha industrial park have asked for some road maintenance. There is no routine maintenance on this road by the city - moat is accomplished by tha property owner. Terry Stephenson said tha one end ofthe road is not defined - tha highway 40 approach on the east end is not a permitted approach fay UDOT. Mrs. Wager said this approach is vary bad in regard to safety with tha traffic speed on highway 40. Oft times Rocket Sanitation trucks are parked near tha manhole and than are soma bad holes in the road. Mayor Pvk said tha bridge on 400 8outh needs to be repaired. He spoke to Skewes and' Hamilton and needs to spend soma mors time to figure out what to do with this road while tha bridge is being repaired. Mayor Pvk will speak to Richard Ivie about tha roads, hauling in soma road base and work on tha industrial park road. Airport Trailer Nancy Wager asked what needs to bs done to get someone else in the airport trailv as well as having a contract with expected duties. Mayor Pvk said there ie nothing to offer anyone.
