Roosevelt police had patrolled both sides of the two schools for the past three years with the understanding there was a formal law enforcement jurisdiction agreement in place. At that time a Roosevelt Police officer assigned to the schools would handle all alls and send the paperwork on to the proper court, (8 District Court in Vernal or Roosevelt, Juvenile Court or Tribal Court) said Roosevelt Assistant Police Chief J.C. Hansen. However, when a student charged with exhibition driving on the Uintah County side of the Union High campus contested his citation by challenging the city's authority, it was discovered that the agreement had never been signed. Because of the lawsuit and liability issues, Roosevelt City Attorney Clark Allred advised police to stop responding to calls on the Uintah County side of the two schools. That left administrators frustrated when they had to wait for lengthy amounts of time to have their criminal problems addressed. At the same time, Roosevelt police said violations occurring within the two schools increased as students learned that illegal activity on the Uintah County side of the schools often went unpunished because of the time delay to get a deputy at the scene. It's like this magic line and kids know it ... they have this theory that nobody can do anythingabout it, said Hansen. The boundary adjustmentis something that is needed, explained Duchesne District Superintendent John Aland. "Were basically begging Roosevelt city and Ballard to help us out here. Uintah County Sheriff Rick Hawkins said his department supports the boundary change. It boils down to making it easier for Roosevelt city to deal with. County jail inmates on work release are those with just a few weeks or months remaining on their sentence, while state prisoners who are could serving much longer terms have ayear or more left. State inmates allowed to participate in work release must have a level four or level five security clearance. They may as well be doing something for the community, they are going to be back in the community very soon as it is, said Stansfield. Two deputies resigned recently to accept jobs with other law enforcement agencies, and one more may be leaving soon said Duchesne County Sheriff Ralph Stansfield. The current budget docs not include fundingto replace the deputies due to an earlie r agreement between the commission and Stansfield. In that arrangement, the county agreed to pay the salaries of three deputies COPS Fast hired through a three-yea- r Grant. However, Stansfield recently told county commissioners that his department is feeling the impact of llic reduction in manpower and would like to see their numbers back up from 11 to, 13 deputies. Continuing trends show that calls to the sheriff's office forservice are expected toclimb, as they have done almost regularly since 199 1. By hiring three new deputies, Stansfield said the county will be able to cut down on overtime hours and his department could focus on police work more effectively by putting more deputies out on the rouds. It would give us better coverage; it's a matter of safety. He asked commissioners to commit funds for the remainder of this year and assure the positkins through the 2002 budget year as well. We would hate to hire them for three or four months and then fire them in January, said Stansfield, addingthut he felt the response to his request from commissioners was positive. It's estimated it will cost about $30,000 to hire two to, three pffyi deputies to finish out the remaining four months of this year. AccordingtoStansfield, there are usually plentyof people interested in filling open patrol spots, including jailers who want to get out on the road. Pqyne testified that everything necessary to manufacture methamphetamine was present in the garage, and that, based on the discoloration of the tubing, meth had indeed been manufactured. The prosecution was also able to show that, contrary to Mec ham's testimony, the location of the meth lab was Darwin Mechams current residence.
