Randy Radant, Aquatic Section chief for the Division ofWildlife Resources, will serve as the councils g executive secretary and is a member. Theres a kit to do in trying to establish just what a Blue Ribbon Fisheries program entails but theres a great deal of interest in it, and I think people see it as a positive thing for the state, Radant said. Radant said Gov. Leavitt proposed the program to legislators last session as an additional way to improve fishing and angler access in Utah, which should also provide economic benefits to rural Utah. One ofthe councils first goals is to develop criteria and standards that can be used to determine which waters qualify for program funding. Once these have been developed, the council will identify current Blue RibborU waters in Utah mid Watgrethht could1 be upgraded to Blue Ribbon waters through habitat enhancement. The council will also try to stretch Blue Ribbon dollars by looking for partners who can contribute money to prqjects, and will develop ways to inform people about existing Blue Ribbon waters in the state, Radant said.
