FOR REGULAR 27, Road Items: Supervisor Nielsen stated that the Strawberry River Bridge bid opening on November 21 was postponed because DWR will not allow equipment in the river. If the DWR will grant a variance from June until October we may be able to have the bid opening in December. Commissioner Kappen presented a map of the Rock Creek Road area. The private property owner living one mile above the cattle guard is in the process of selling his property, he is requesting assurance from the Tribe that t he new owners access to the property will not be denied. Commissioner Ross feels that a letter should be sent to the Business Committee and the B1A reminding them of the agreement with the County regarding closure of private property access roads. Bill Wall - Greenbelt Issues - Otto Dean Frandsen- - Tax Adjustment Alisa Muirinformed the Commission that Mr. Wall received a G recti bell roll back tax on property he recently acquired. He had sold the property approximately six months ago. Mr. Wall is requesting that the Commission cancel the roll back tax, and reinstate the property on Greenbelt. She stated that the former owner had been sent the necessary information to have the property put onGrwnbelt, and he never responded. Alisa presented to the Commission a request to adjust two parcels for Olio Dean Frandsen. Each parcel has an error ofassessment. One parcel has been described in the legal as a5 00 acre piece, when it isa2.50 acre piece. The other parcel has been ussessed with a .50 home-sit- e since 1987. An e review was done to find this improvement, on current or prior utility improvements were obon-sit- served. On the first parcel the Commission approved 5 year reimbursement for the 2 50 sere as ofthe home-sit- e fort he nt on the other parcel the 5 year home-sit- e credit was denied. Motion: Commissioner Kappen motioned to grant Mr. Frandsen a 5 year refund for the over assessed 2.50 acre parcel Motion second by Commissioner Ross. Mot ion carried. Rail Cs! Vote: All Commissioners voting Aye. Plat Amendment 3 - Camelot Resort Phase III Barbara Knudsen Mrs. Knudsen and Clayton Chidesier presented a Plat map to the Commission. Mrs. Knudsen is requesting a Plat amendment to adjust the lot boundaries to Lota 14,15, 16. 1 . 2 Sections 13, 14, 23 Township 4 South. Range 8 West.USB&M.Mr. Chidesier stated that the Planning Commission gave a favorable recommendation. Motion: Commissioner Rosa motioned to approve Amendment 3 -Camelot Resort Phase III. Jerry Lisonbee - Horse Stalls Mr. Lisonbee stated he has a cost bid of $1,135 to have some power changes done at the F airgrounds. The changes will involve the horse stall area, and the arena. He also asked theComnussion for permission to buy some salt to use sparingly in the arena to help keep the ground usable. Because of concern about alkali runoff from using the salt. Commissioner Thayne asked Mr. Lisonbee to look into us mgpotash or eome other form of snowmelt. MjIujk Commissioner Ross motioned to accept the bid of $1,135.00 for electrical improvement at the Fairgrounds, and the use of salt or snowmelt in the arena. Commissioner Kappen second. The Alliance if seeking support in protesting the closingof roads by the Bureau ofLand Management and the US. Forest Service. Commissioner Kappen will ask Doug Nielsen to respond with a letter of support. -- Joseph Bislriski - Forest Service Mr. Bistriski dropped in to visit with the Commission. He stated he had some concerns regarding the 25'1 Forest receipt fund. The Commission and Mr. Bistriski will meet together to go over several points in srder for the Commission to have a ilear view of what is happening. Ray Hussey & Judy Mutton Insurance Benefits Renewal and Contracts Mr. Hussey stated that requests for proposals to several health insurance compan ieeon behalfofDuchesne County were sent out Proposals from IHC and Blue Cross Blue Shield of Utah were considered. The Blue Cross Value Care rates are approximately 8.5 higher than the IHC renewal rates. There are a few differences in the coverage, but to equalise the benefits IHCs renewal is approximately 4 less. He noted that with IHCs proposal there would be no increase in cost to the county for the year 2001 . Motion: Commissioner Ross motioned to accept the proposal from JHC for health insurance thru the Uintah Basin Insurance Agency. Commissioner Kappen second. Motion carried. The proposal from Blue Cross has a 12.461 increase for the Community Impact Board next month to request $1.5 million in grant and loans in order to finance equipment purchases and building Em-aloy- Dental Insurance sioners that Blue Cross Blue Shield .was the only provider in this area for 2001. The frmding package seeks a $900,000 loan at no interest and $600.000 in grant money, said County Commissioner Larry Ross. If the re-- '. quest is approved by the board, funding could be allocated in ApriL The money would pay for tanker trucks, quick response units, upgrades in existing fire protection equipment for til fire ere ws and new buildings in Duchesne, Altamont, Fruitland end Myton. "This whole frmding request is plan to bring all the part of a fire departments up to grade so that our equipment is up to year 2000 quality," said Ross. "The intent here is to upgrade firemen and fire departments." The county will also seek funding ' 10-ye- ar it through Community Development Block Grants and available USDA grant programs for rural area. In aU, they hope to ha ve$l .8 million in rash to provide the equipment and facility needs for each fire department. The county may also be able to take advantage of federal fire fundingex-pecte- d to be allocated by CongreM in the upcoming year. Duchesne County will enter into separate agreements with the city fire departments in terms ofs repayment schedule. Each city will be required to help the county "repay mall portion of the loan," Rom stated. The county will release their list of specific spending plans and equip ment purchases for the various departments at a later date. In addition, the county is moving forward with plans to sign contracts with each fire department to ensure coverage in unincorporated trees. Rom laid each fire department hu issued a "letter of support" for tbs proposed contracts in which the county would reimburse fire deport- - menu for the cost of responding to fin calls in the county. Thats good news for Roosevelt which has been without a written fire protection agreement with the county. Duchesne County has been paying Roosevelt a base rate of $10,000 a year for fire protection service, in addition to a charge of $350 per fire run. However, city officials have said the reimbursement does not reflect the art ualcosUofthe service provided to the county. The new agreements will cover fire nine, firemen, and other operation and maintenance expenditures, aid Rom. The application to be presented to the Department ofCommunity & Economic Development before December 1 ,2000, requesting at appropriation in the April 2001 trimester session before the Community Impact Board.
