John Aland, Duchesne County School District Superintendent, said that the school board has actually reduced funding amounts, but there are expenses that must remain the same each year which puts a tax bur den on the people. He added that Duchesne County sustained a blow two years ago when airline tax was removed the and oil and mineral values plummeted. which slashed tax revenues severely. As well, the district held a bond election, which passed, to assume debt for the East Elementary addition and gymnasium addition at Altamont High. This year property values on homes . have slightly increased and oil and mineral values have been climbing; bringingin enough revenue for operating expenses, which will help hold ! property taxes down. A few years ago Aland said that ' Duchesne County School District re-ceived enough in property tax revenue to pay into the Uniform School Fund. "Now we receive a significant amount of that capital equalisation.. another. When the required property tax imposed by a district doesn't raise revenue sufficient to fund the WPU at ths guaranteed level, the state provides the difference for the Unified School Fund. "It's something we rely on to take care ofour buildings, Aland reported. State legislators created the Uniform School Fund, fed by state individual income tax, to adjust the vari-anc- e among school districts. In wealthy districts, where the prescribed property tax raised more than was necessary to fund the basic program, the law required that the excess be turned over to the state, placed in the Uniform School Fund and used in helping poorer districts. In fiscal year 1998-9- 9, this tax d raised $12.8 million which was to some of Utahs 40 school districts in operating fiinds called weighted pupil units (WPUs). The money provides a funding formula per student as well as special WPUs lor factors such as small schools, fees ion al staff training, five costa, disabled pupils, vocational and technical classes and the career- ladder program. Each year the liahes the level of finding it will guarantee for each WPU. For school year fun-nele- the state guaranteed 1998-9- 9, $1,854 per WPU.
