The republican form of government is designed to preserve and protect its citieene in their individual life, liberty and pursuit of happiness. We renounce those who in any manner seek to thwart the intent of these principals and encourage all citi-tetoperform their civic duties and join in the pursuit of the grand mission to espouse the principles offreens dom. We are resolved that we must establish and maintain an atmosphere of cooperation and conciliation among all the people of the Uintah Basin. We support the Ute Tribe in their efforts to preserve their culture and pursue economic growth and development. Ws encourage improved cooperation between all law enforcement agendee of Duchesne County and the Uintah Basin in an effort to better enforce the laws and ordinances of this state and community. We support efforts of local public servants involved in water conservancy issues to protect the quality and quantity of water in the Uintah Basin. We farther support continued efforts to develop vital water storage and irrigation prqjecta. We oppose the transferring of water rights to areas outside the Uintah Basin. We adamantly oppose any farther expansion of "wilderness areas" in Duchesne County and do-mand that focal officials do all in the irpowvr to stop the usurpation of public and private lands. We adhere to the spirit of the environmental protection act, but strongly object to now the act is being applied. Wrongful application of this act and maqy other similar congressional statutes are resulting in the prohibition of the development of thousands of acres of land in Utah.
