Utah lawmakers are now considering the recommended legislation comprising tha first phase of the plan. The plan is a cautious one, even overly cautious according to some, which would postpone action on the really sticky issues in health care for several more years. The governors plan implements universal access within two years but never mandates universal coverage. The president, in his State of the Union address of January 25, fervently restated Ms commitment to passing health care reform this year. He made it dear that the heart of Ms reform was coverage for every American that .could not be taken away and threatened to veto any health bill that does not provide for universal coverage. Currently, the president does not have the votes to pass Ms proposal and will most likely have to compromise on many points.
