Show Duchesne County Area Chamber of Commerce 1990 Report Page 12 Larry Ross -- Public Service Award Duchesne County Commission, he has been Utah Board appointed to an of Water Resources by Governor Bangerter. Ross is a Uintah Basin native, growing up in Arcadia, and then moving to Pleasant Valley. There he operated a farm for 23 years. He was Studcntbody Vice President at Union High School in 1935, and Studcntbody President in 1936. He also attended Utah State University. The former Commissioner married Connie Stevens. Together they have eight children. He operates Ross Feed and Seed in Myton. Ross has served as a Director of Uintah Basin Telephone for 12 years, and Duchesne County Commissioner for 4 yean He was instrumental in organizing the Duchesne County Water Resources Board and the Economic Development Board. As a Commissioner, Ross was instrumental in supporting and helping form the Duchesne County Area Chamber of er ft HB 110 was passed Larry Ross Economic Development is Important to the Area. The Amax decision was a Supreme Court ruling that properties (large businesses that cross county lines) could not be assessed or taxed at a higher rate than other businesses that are locally assessed. This decision may result in a higher tax burden for small businesses which may now be assessed nearer the 100 percent rate of properties. Previously they had been assessed at about 80 percent of value.
