Show iDintah Basin Standard m Taxation without representation? One of the things that most infuriated our forefathers, (that also was one of the basic reasons for the American Revolution), was the concept of taxation without representation, the idea the government felt that it was doing what it felt was right, without asking or considering the feelings of those it Was supposed to represent, such as what some legislators appear to be trying to do with the Basin interests in the CUP issue. This concept resulted in some rather drastic changes having to be taken by our founding fathers to solve the problem ...and may require similar actions by current residents to solve it again. Depending on which representative and when they are contacted, the story changes as to whether the Basins water needs were covered in the original CUP or not, or. whether they were a part of an outside obligation, to be fulfilled later on down the road... The problem is that its already been over 20 years since those promises were supposedly made and it will be at least next year before the issue is truly addressed again. Even at that, it doesnt look promising with the tight federal budgets and whatever changes take place in whos representing the Basin, or die country... The fact is, that although there are some representatives who are truly striving to help the Basin, the odds, (and votes) in Congress are against them, even though ' taxpayers in the Basin have been paying CUP dues all these years, with not a lot to really show for it. We have ended up paying the Wasatch front to take our water... The new CUP ceiling authorization leaves out the Basins needs for the most part, but the Bonneville project mil be completed, so the Wasatch front will have the water it needs, as well as our money to pay for it, while farmers here sit watching their crops die for lack of water... To be fair, there is a bill being prepared that would address, specifically, the water needs of the Basin and theUte Tribes water interests, but as nice as that sounds, there are major problems. Legislators have argued that if Upalco and other Basin water projects, are made part of this final ceiling authorization, (although the Upalco was part of the original CUP), the additional cost could kill the whole CUP. If thats the case and money is Jbal tight, what makes anyone think a separate, more expensive package, even under Indian sponsorship, would malm it through Congress next year? Our legislators must be told, now, by a united Basin, that they cant forget the commitments made to the Basin and ALLof its residents. The Basin has paid its share of the dues and honored its side Of the water agreements. Now its their turn to do the same, because the economic survial of the Basin is at stake... The Uintah County Commission, Thom Wardell chairman, Nyle Bigelow and Jim Reidhead, have given us a great opportunity to voice our concerns, even if we work during the day, in the evening on the first Monday of each month. The evening commission meeting starts at 4 p.m., with routine business than a report by our state legislators on the status of legislative actions pertaining to Uintah county. This is followed by the county commission report where issues and concerns of the day, much as the time honored town meeting of America shaped the destiny ofthe United States of America, are discussed and the voice of the people is heard and listened to. When all areas of the county are represented the people are the eyes and ears of the commission, and they are better informed about how the people feel. We can all pull together in harmony. The Uintah County Community Council will send the agenda of each monthly meeting to representatives in each voting precinct in the county and they will spread the word to their neighbors so all will h ave a chance to attend and be The last meeting, July 11, 1988, was packed when the Uintah Care Center and starting the Uintah County Fair again were favorably accepted. Lets all support our county commission in giving all the people a chance to be involved in the decision making process, even though some of us have to work to live and pay taxes. Hynim C.
