Kelly Kleese, 23, of Roosevelt died when he was thrown from a pickup that was rolling donw an embankment. The accident occur-e- d on Highway 64, one mile east of Dinosour, while the men were en route to a rodeo. The men were drinking alcoholic beverages said Colorado State Trooper, Charles Vavak. Stillwater is designed about the same as a dam in Heppner, Oregon, (the Willow Creek Dam was the first built entirely of u roller-compact- - roller-compacte- concrete or d Uintahs is a different approach to this type of concrete techonol-ogy. TESuse of RCC provides more strength later," claimed Emil Antoine, Tyger Constructions business manager at the Upper Stillwater site. In more specific terms the RCC method, and the high flyash content of the mix to be used, is designed to have a tensil strength of 180 pounds per square inch (pai) and a compressive strength of 4,000 psi after one year. Tensil strength would be provided!in a regular dam design by adding reinforement eeLOn this particular site design the tensil strength is from the cement and flyash mix. One engineering magazine stated it this way "RCC specifications call for 31 cement to 69 flyash per cubic yard, with a water-to-cemen- t, plus flyash, ratio or 0.43.. .The high flyash content assures that the dam will be impermeable... (ENR March 29, 1984, p. 64). The longer curing time of the RCC method is one of the factors providing the added strength. Antoine stated they have to excavate about 320,000 cubic yards of rock to expose the sandstone bedrock under the riverbed. They hope to have this accomplished by Julys end in order to start layering the concrete mix for the base. Weve got to remove 30 feet of rock across the base of the dam and then replace it with 30 feet of mix by the end of the season, he stated. Right now they are working on putting a bridge across the river before they start hauling and up the Rock Creek road. The program provides trianing in construction skills of: Carpentry, Heavy Duty Diesel Mechanics, Heavy Equip- ment Operator, Plant Operator. They are awaiting approval of the standards of the Electrician portion of the program. About half Of the mtiimum number of apprentices are already on the job at the Stillwater job. But under the program for those who meet the program requirements, the apprentices will learn their skilla ana wil be journeyman after completion of theprogram. The accident was apparently caused because the driver, Kelly Roll, 23, of Roosevelt was under tire influence. An blood alcohol test was given to Roll, and he was detained at the Moffat County Jail. Charges pending against him are one count of vehicle homicide and two counts of vehicle assault. Roll received bad lacerations and bruises from the rollover. He has been treated and released from the Rangley District Hospital. Willard Bowden Jr., 24, from Altamont was also injured, but not seriously. The other passenger, Errol Nelson, 28 from West Jordan, was thrown from the pickup and received massive neck injuries. He was airlifted to St Mary's Hospital in Grand Junction, where he is listed in fair condition. The accident occured when the pickup dropped off the right hand shoulder of the road while making a left hand turn. The driver over corrected, and the vehicle went into a spin, struck a post and skidded across both lanes into the left hand side of the road. It then rolled two and a half times down an embankment and came to rest on its top. Two of the right side passengers were thrown out of the vehicle. The accident occured at 8:38 p.m. on Saturday. The vehicle was traveling eastbound to Rangely. When police and ambulances arrived at the scene. Kelly Kleese was already dead. Investigative officers were Sergeant Kang, Trooper Charles Vavak. and Trooper Mike Win-ger- t. Charges against Roll are expected to be filed on Tuesday, May 15, by the Moffat County District Attorney's Office. Roll was detained at the Moffat Jail, but has since posted bond. Council meeting changed The Roosevelt City Council Meeting on May 21, will not be held in regular chambers, but at the Roosevelt Junior High. The place of meeting has been moved because of the large number of public hearings scheduled for that evening, and the subsequent turnout that is anticipated. First bridge falls to flood waters Weve lost the bridge at the Pinnacles," stated Sheriff Clair Poulaon. The increased flow of the Strawberry River has caused the first local flood damage. While work to save the bridge was underway, George E. Brand-ag- e of Bluebell, was injured when the backhoe he was operating went over the edge of the bank and fell 75 feet into the water. Brundage was rescued by Mow workers and checked out at the Duchesne Valley Medical Clinic, where he was dismissed and sent home. They are using an old railroad box car as a temporary bridge, but we're going to nave to replace the old bridge after the high water season, stated Sheriff Poulson. Hopefully it will be crossable before the day is out, he said on Tuesday. The damage was reported on the weekend and the injury of Brundage occured on Monday, May 14. The old bridge is too heavy to move over the rushing current and is too damaged to be saved. The bridge is located at the junction of the Strawberry River and Red Creek. Board okays plan for Career Ladder May 10 at the Duchesne County School District Board of Education Meeting the career ladder program was reviewed and f I I This is meeting the needs of the teachers, as well as the guidelines of the legislature, as well or better than any other district in the state, commented Supertindent Lowell CaldwelL The program was one that was being worked on even prior to the legislative mandate for ft. To encourage all educators within the district to upgrade their skills and work competence, production. 8. To increase productivity with regard to student achievement and growth and by upgrading instructional program components within the district. 4. To promote a high degree of ethical and professional behavior among all profesaional and aligned groups associated with education in our district. This career ladder will include a four tier program. The four steps are beginning teacher, professional, teacher, master teacher and teaching mentor. These will be d established after a evaluation process. This evaluation step was the biggest hurdle the program had to overcome. All districts in the state are having the same problem, establishing evaluation dretia," Mower has stated. The new improvements will extend along the front of Union High and extend East to the Round Robin Drive In. Ballard is using funds secured by a grant BALLARD A to help pay for the project.
