Lower Chain and Upper Chain Reservoir danis were originally constructed in 1922, using hard labor and horse-draw- n equipment. Through the ensuing years to 1955, the dame and' outlet ' works gradually deteriorated and had to be reconstructed. This time heavy machinery was moved in to ' rebuild dikes, and spillways to make the dams safe for .water storage, The ' outlet works, dikes, and structures have again disintegrated to a stage beyond repair and must be reconstructed to meet present safety requirements and to meet standards for water storage on federal land. The objectives of the project were to research various selected communities opinions of themselves In specific areas, such as community satisfaction, preferences for economic growth, growth, problem areas, and willingness of people to assist in problem solutions.
