PoVey stated that at the present time, Medicaid, the major funding source for long term care, provides primarily for institutionalized care in the State of Utah. Medicaid doe not provide for many of the services designed to keep a person living independently in his or her own home. This results in a problem for both the individual needing care and for taxpayers who have to pay the bill if a person is admitted to a nursing home on Medicaid. While a certainpercentage of the older population need nursing home care, many could receive services in their own homes. The main objective of the conference is to determine how we can make the funding fit the service need, rather than have the funding dictate the service," PoVey emphasized.
