A draft policy for managing wilderness study area has been published by the Department of the Interior's Bureau of Land Management (BLM) and appears in the January 12 Federal Register, Secretary of the Interim Cedi D. Andrus announced today. The draft policy is being published for public review and comment along with proposed mineral exploration and mining regulations, which are intended to ensure that mining activities in these areas are consistent with law and policy. The purpose of the proposed interim To management policy ia two-folmaintain the potential of lands, under study for possible wilderness designation by Congress, and to assure that other land uses are allowed to the fullest possible extent compatible with maintaining wilderness potential. The Federal Land Policy and Management Act of 1976 mandates the BLM wilderness review and the basic interim management policy that has been proposed. Through a "grandfather clause", the Act provides that existing mineral and graiing uaea be allowed to continue in the same manner and degree aa existed October 21, 1976, oven if these uses impair wilderness suitability. The Act requires BLM to identify public land areas with wilderness characteristics, study them and make recommendations on whether these areas are suitable for designation aa part of the National Wilderness Preservation System. The Act also requires that the interim management policy that ia finally adopted remain in effect until Congress acts on the recommendations. As soon aa decisions are made to eliminate an area from wilderness consideration, new and expanded mining activity can be allowed. The : i ? draft interim management document emphasizes that any use be permitted in wilderness study may , areas so long as it. does. not, impair wilderness suitability. A use that impairs wilderness suitability is basically regarded aa one that causes an impact that either ia substantially noticeable, or cannot be rehabilitated within a specified period of time. Activities which would generally be allowed in wilderness study areas without review include hunting, and use of fishing, backpacking d vehicles on existing ways and trails. Other kinds of activities would be authorized, but would require review to ensure that they would not impair wilderness suitability. Gregg said lands that do not have wilderness characteristics are not going to be tied up in study for a long time. He said also that many of the users of these lands will not be affected by all wilderness study.
