Contraception is basic health care for women - that have a proven track record of enhancing the health of women and children, preventing unintended pregnancy, and reducing the need for abortion. However, far too many insurance policies exclude this vital coverage end the Utah legislature has twice had a chance to right this wrong and has twice failed to do so. The Legislature will again have a chance to look at this legislation and will again have a chance to prevent unintended pregnancies and the need for abortion. Insurers have relied on women and their famifor contraceptive services, forcing financial lies paying decisions that may result in the use of less effective or less medically appropriate contraceptive methods. Women of reproductive age curhealth care costs than rently spend 68 percent more in men. Much of the gender gap in expenses is due to reproductive health-relate- d supplies and services. Women and their family who must pay may well opt for less expensive and sometimes less effective methods, thus increasing the number of unintended pregnancies. The correlation is clear. Contraception prevents unintended pregnancy and reduces the need for abortion. In any single year 85 of 100 'sexually active women not using a contraceptive method become pregnant. In contrast, of 100 oral contraceptive users, only between 3 and 6 percent become pregnant in a year. When our Utah senators and representatives again look at legislation that would ensure plans that already cover prescriptions also cover prescription contraceptives, I hope they will think of these startling statistics and support Prescription Equity. Conspiracy theory and analysis really question the rationale of those who would champion the concealed weapons permitting process ns an enhanced pro gun bearer right. At face value, many saw that, bearing a gun for self defense or crime deterrent purposes as justified and desirable. Thus, they went out and obtained a concealed carry permit, all the while proclaiming it (the permit) a gun bearer rights victory. submit that such action was in error. Innocent ignorance if you will. Simple recognition of the permitting process was, in all actuality, contrary to the inalienable constitutional right we already have to bear arms as a means of protecting life and liberty. As a matter of opinion, without intent to offend, I believe those who hold concealed carry permits likely represent a collective body of grass roots participants who have now outright endorsed the conspired plot to, by restrict our right to bear arms. The Constitutional Rights we have are not bureaucratic, government, permit issued rights. We must really question a bureaucracy, when it, in the name of logic and good intention, continues with obsession to infringe the rights and freedoms of those who are law abiding. We need to focus our energy, efforts, and obsessions on infringing the opportunity and ability to perpetrate crime, not oblige such. I commend those of you with permits. The ambition to exercise your right to bear arms is of merit. If however, you acknowledge further restriction regarding those permits, you will have in actuality assured the means to progressively and eventually render such permits null and void. We are all aware of the recent and ongoing incidences involving extreme violence. The perpetration of such knows no bounds. Here, there is no recognition of law and the attempts to restrict guns in this arena is an absolute bureaucratic folly. Its no longer government for the people.
