When I spoke with State Lands officials in Salt Lake, it was evident that a Materials Purchase Lease for "borrow mateilals" was the only legally appropriate arrangement through which Atlas could obtain basalt from Section 22 for the tailings pile cap. Atlas has not made application for a Materials Purchase Lease an Section 22. In September, Jan Parmenter of the Moab State Lands office received a call from a man who said he was with Atlas, making inquiry about how to apply for such a lease. As of this writing, no application has been made. A building stone lease does not require a public hearing. A Materials Purchase Lease does require a public hearing. I suspect this fact explains why Atlas selected an inappropriate lease form. According to State Lands, the fact that Round Mountain is inside the municipal limits of the Town of Castle Valley would give the Town Council considerable weight in the state's decision to grant or refuse a borrow materials lease. How much would Atlas "borrow?" (A queer term -- 1 don't think Castle Valley would want the used rock back.) In the Atlas revised capping plan, the total riprap appears to constitute n truckloads. Riprap and clay will be trucked to the site during winter months when 14,400 tourist traffic is reduced." Trucking would be to the Castleton Road, thence down Utah 128, the "river road," to US. 191, over the bridge to the Adas site. (The other igneous site 30 miles from Atlas is up around Miner's Basin, so the route is the same.) During the winter haul time, which seems to be from October to April - never mind the mountain bicyde seasons in frill and spring -we would have 12-diesel me trucks an hour traveling this route. Channel 6 news could get some dandy footage by filming at "Dead Man's Curve" on 128 where the road is so narrow that a southbound ore truck has to cut over into the northbound lane of 128 through the curve lam also informed that the bridges on Utah 128 are not rated for vehicles of 55,000-poungross 20-to- 15 d weight At one time, UDOT agreed to change the gross vehicle weight on Utah 128 to 15,000 pounds. This was opposed by the Utah Travel Council which wanted the weight high enough to accomodate diesel tour buses. 55,000 pounds strikes me as excessive for that purpose.
