Show THE ZEPHYR JULY 1994 What about increased demand for affordable housing that new business formation in the service and retail sectors stimulates? These are the types of questions our must ask before we community voluntarily place ourselves in the middle of another development spurt On a county-wid- e scale is it important for us to manage development along the river corridors and at other prominent natural features because these view sheds and vistas are seen as a part of the canyonlands experience? Or perhaps we should agree to development proposals and authorize new types of settlement patterns that will create different view sheds and vistas for us to gaze at. Should the land agencies limit drive vehicles? Or should greater public access be public access for bikes or for these visitors? encouraged Economic factors that influence change are of crucial importance. How did our past shape pur present and to what degree are these economic forces still visible? How would we characterize the changes that we see? How are these changes being manifested: socially, economically and physically? How do these circumstances add or detract from those things that we, as a community, seek to preserve? Individuals also greatly contribute to the quality of a place because of their skills, talents and know-hoThe combination of natural and human resources is what determines what makes a place unique. To exceed natural and human limits without considering the social, political, economic and environmental consequences of change is poor economic thinking and poor planning. w. Also, the community identifies larger ends that they want to reach. This is the essence of a community vision that understands the process of change and places itself in a position to adapt to new situations (economics, social, political, environmental). The choice facing us is whether we direct growth in a conscious way that conserves what we value and continues to create positive opportunities, or alternatively, we react to change on a project by project basis and allow a newer reality to emerge that may not be what we, as a community, really want. Do we or do we not give away our personal and community power to affect our reality? The future is not "something out there" waiting to happen, but is created in an ongoing "here and now" by those decisions that we make. Previous articles and editorials in both the Zephyr and the have accurately described many of the issues expressed here but mainly on a project-orientlevel. "So and so has bought the old Smith property on Locust with designs for a new subdivision". This method of managing change is not the best way to effectively incorporate larger ends and values. A comprehensive vision as defined here is what is needed to provide the community with direction and insight when issues. Making decisions without a clearly defined vision of examining project-lev- el : the future is like driving a car without a destination. A successful vision outcome is realized by careful organizational support and structuring of the vision's process. The complexity of the process needs to be broken tasks. It should be a positive learning experience for the entire community. Times-Independ- ent ed . do-ab- . A way for this management work to start is for local governments to appoint a task force to develop a plan for conducting a vision forum. The task force can use its mission to gain community understanding and support for the vision adoption effort Members The task force should represent the diversity of the community-at-largshould represent federal and state agencies with jurisdiction over land in the county; n city and county governments; business; agriculture; environment and a of interested residents. A maximum of 15 members should be appointed as a balance between representation and a small enough group to help ensure timely completion of its mission. that makes explicit what we Defining a vision is a community value, what are the images of a good place to live and a clear statement of standards to guide growth. By providing a larger understanding of the things that affect us a framework is created that can help guide public and private investment decisions. Once a consensus has been reached for the community vision, there are policies, tools and techniques, the synthesis of which provides a strong and feasible basis for successfully implementing the community vision. e.
