That's up to strategic planning of the community. 1 think it's very evident that we are lacking in that direction. The school district did a very good, thorough job of doing strategic planning, and they put a bond up and people said no. I think it's time that we as a community come together as entities. You talk about consolidation, the first area of consolidation should be that of the governing bodies, determining public meetings that let the public have their input on where we should be going. Zephyr: Should the city spend financial resources on preserving green space? Jackie: I think we need to look at the mistakes that cities such as Park Gty, Telluride, Aspen, have made. Telluride especially, because it's the one closest to us. I would say yes, we need to do that. I don't want us to grow to capacity, I'd like us to grow to a comfortable level, a level where we can still see green. Zephyr What is that comfortable level? How do you determine when we've reached it? Jackie: When the unemployment is down, as it is, when there is housing for all to afford, when-- 1 don't know, when the local people, the people who have been here, decide that it's time to leave, or are getting dose to it, we don't want them to leave. So why move new people in and the old people out? That's when we need to stop, and it's already happening. So I guess we're reaching it real quick. Tom: In government, we're concerned about providing the quality of our environment through ordinances, but not in growth. Zephyr When the Geronimo film came to Moab, they began booking rooms in downtown motels for months at a time. But city zoning prohibits "dwellings!," or long term occupancy, in the main business district Rather than enforce the zoning, the rity counril refused to deal with the question. Did they do the right thing? Jackie: There again, I don't know the circumstances. I think it hurt us. I may have made a different dedsion, but I don't know what they were faced with. Tom: The governing body has the right to make their own decisions, and I'm not here to judge. I don't believe it's my position to criticize the coundl for actions they have taken. Zephyr The mayor functions as a member of the council to break tie votes, so it's not exactly an abstract question. Tom: It's an abstract as far as I'm concerned, because I feel that the council made their decision, it's a legal decision, and it's down the road. We go on. Zephyr OK, here are big motels that don't have to follow zoning. And here's an average citizen, looking at what he or she can or can't do with their land. If the big motels don't have to obey the zoning laws, why should the rest of us? Jackie: You drove the point home. I agree. They do have to adhere to the zoning laws. Tom: Let me answer it this way: the staff doesn't have the choice, and I don't know what you are referring to, but the staff doesn't have the choice but to have everyone follow the zoning, as done by the council, state, or federal government. The council has the right to make the laws on the basis that everyone's going to be treated the same. When the council makes a motion to allow one individual not to follow the zoning ordinance, that means in my opinion they are taking the position they are going to change the ordinance and the zoning to accommodate that for all people. If they do it other than that, in my opinion that's illegal Zephyr Why should people vote for you? Tom: Because of my experience, and the ability to help in the funding and acquiring the necessary infrastructure that appears to be on the increase of demand for services. Jackie: Because Moab needs to be nm like a business, with professionalism. It needs to operate as a well oiled machine, and it's not doing that now. Gty employees are not happy, and it's my opinion that the operations within the city aren't happy and working well, then how can they do the things they need to do when they're combating each other? By cooperating and Tom: I communicating with the governing body of the city, we can run Moab like a business. Zephyr Tom, is the city not running as a well oiled machine? Tom: I don't work for employees, I don't work for the council. I'm here to serve the public, I'm not here to serve a dty manager. If I'm elected as mayor, I serve in the best interest of the taxpayers and voters of this community. The conflicts that occur in city government are usually when individuals on the governing body allow employees to bypass their supervisors for discussions that are irrelevant to their positions. As long as that continues, there will always be internal strife. And for the last year and a half, that has been constant I would have to say that there's got to be more coordination between all elected officials in the dty. Jackie. We need to keep the legislative power and the politics separate. Zephyr But aren't you combining both by putting the legislative and administrative power under the city council, taking away the elected powers from administration? Jackie: I don't think so.
