When a concerned hunter's petition opposing the road and signed by 1300 constituents was presented to Mr. Orton he responded through his staff with die message that "its not a question of if the road will be built, but where it will be built Pepsi, Pepsi The Grand Resource Area has at times broken federal regulations to benefit commercial filming companies on public land (though this effort appears directed to movie and advertisement video companies but not necessarily to still photographers). This winter the BLM ignored 30 day notice requirements to allow a film company to build a slide for a kayaker in the West Water WSA (the decision was made at the District level over die advice of some staff level BLM folks). Because the BLM refused to advise the filming companies of regulatory time frames, SUWA provided this information as a public service by running an ad in a film trade magazine. BLM's response has been to try a sneak past the rules with a programmatic EA. If the agency does not adhere to its own regulations then the public may be required to take steps to again warn the film companies of some of the regulatory guidelines. There are too few quiet places left in this country. They should not be diminished for the sake of beer or truck commercials. Sacred Cows The US. General Accounting Office, die research branch of the US. Congress, recently BLM is so overburdened that one of two options must be taken: either increase grazing the found fees to pay for increased staffing or remove livestock to lessen the agency work load. The BLM for example has been unable to make range monitoring decisions as planned on 80 of its allotments according to the GAO. The Department of the Interior challenged the GAO'S assertions and stated it would be unfair to the ranchers and ineffective in solving management problems to charge higher fees. Last Fall the BLM instituted a new fee system to make the public pay to hike across public lands at Grand Gulch. The agency also plans to charge the public to camp m public land along the Colorado River. Hie fees will help pay for extra staff.
