Well qualified for the job, he comes to us from Waterloo, Iowa, where he recently graduated from college with - Parks Dept. and developed a nature trail for the elderly and handicapped. Floyd is married to Betty Lockhart and they are the parents of five children, four daughters and a son. Diane and Cindy still live at home and so does Ed. After returning home and adjusting to civilian life, he entered the University of Northern Iowa at Cedar he retired at Aberdeen Proving Grounds in July of 1979 from active service. While he was a student at UNI Mr. Neessen held the position of Recreation Director for the city of Evansdale, sen became acquainted with . the Recreation Field, when he served as Recreation Officer for the Savanna Army Depot in Savanna, Illinois.
