COL Carruth has called for a 20 percent reduction of sick leave usage on post. In order to achieve that goal he announced the following control measures to go into effect immediately. Supervisors at all levels are required to maintain leave records. An employee whose records indicate probable abuse or misuse of sick leave will be personally counseled by their supervisor. Written notification will be furnished indicating there has been ap With the alternative work all asked are to schedule, employees make medical appointments on days off. If that is impossible appointments should be made early in the morning or late in the evening. Normally, five hours of sick leave or less, should.be used for this need. Sick leave for medical appointments and treatment will be requested and approved in advance, except in emergencies, by their immediate supervisor. Approval for each day of absence must be obtained unless the supervisor determines that it is not necessary based on the severity of the illness. Failure to comply with these regulations can result in a charge to annual leave, leave without pay or absent without pay. Normally, continuous sick leave for more than three workdays will require a medical certificate This is the . option of the supervisor. " Requests for advance sick leave will be carefully reviewed by supervisors to determine there has been no misuse in the past. Employees will be referred to the Health Clinic if they become sick while at work. The clinic will provide diagnosis and although treatment at the clinic is not mandatory, it could keep an employee on the job who . might otherwise use sick leave. Employees who consistently use all or most of their sick leave or who are considered unqualified to perform their duties will be scheduled for a fitness-for-du- physical. In making the announcement of the controls on the use of sick leave, the ty Commander noted the regulations granting the use of such leave. They state sick leave will be granted an employee who receives medical, dental or optical examination or treatment, or is incapacitated by sickness, injury or pregnancy and confine . ment. Or is required to give care to a member of his immediate family who is affected with a contagious disease, or would jeopardize the health of others in his presence at his post of duty because of exposure to a contagious disease. These are the only basis for the mandatory granting of sick leave. In fiscal year 1979 sick leave cost DARCOM $97,000,000. TECOM averaged more than 72 hours of sick leave for each employee. While Dug-waaverage was slightly lower than 71.8 hours, it is much higher that, than the announced DARCOM goal of 59.4 hours per employee per year. COL Carruth said that individuals and organizations with low sick leave usage will be honored and publicized. At the present time those organizations averaging less than the announced DARCOM goal are the Chaplains office.
