CSM David T. Bullington has one of the hardest, least defined and unappreciated military positions in the Army, especially at Dugway. Most remembered for his activities in regards to post police call, many of his other functions and activities gp unnoticed, though they are many times, more important than post police call. ' Officially, CSM Bullington is an assistant to the Commander. He advises the command on the enlisted side of functions and activities. In reality though, his job isnt limited to any one area, but covers a broad spectrum of activities. He is a guardian of traditions, which are one of the foundations of the military. Some might not think it is important, he said, whether we fly the storm flag rather than the post or garrison flags, depending on the situation, but things like that are important, in a service where traditions are so important. According to Bullington, the CSM acts as a two-wa- y funnel keeping the lines of communication in open the drain of command, whether its a small and trivial matter, or a major problem. In fact, its the small things that he sees are taken care of that make the biggest different in the long When hes not making his rounds as CSM keeping Dugway on the straight and narrow, Bullington plays golf, and skis when he gets the chance. Hes been in the service for 23 years, has a three year tour in Germany yet, and no current plans for retirement. He has served as CSM at Dugway since August, 1979, when he was sent here for his first job as a CSM. IBs wife Laura, and their daughter Shea, age 13, will be accompanying him for his overseas assignment. Washburn, an E--8 with 15 year; in the service, and positive attitude only 34 years old. His in all that he does has enabled him to advance rapidly through the ranks to his current position. Although he has only been HHCs 1SG less than three weeks, and is still settlirig in, he is optimistic about the company, and doesnt plan too many major changes at the current time. There are a few changes in the works though, such as cutting down on the number of formations that are held during the week. Company training will be made more realistic, with more hands on, and less classroom instruction. But the biggest change will be the combination of CQ and SDNCO duties. According to Washburn, the two rosters will be combined, meaning s, Er6s will pull the combined CQSDNCO duty at will be added to the SDO the company, and E-roster, and remain on post, To accomodate this change, the CQ instructions are being revised and updated by Washburn, the phone system switched, and rosters combined. Washburn said, As far as the company is concerned, I feel were. in pretty good shape, though theres always room for improvement. I plan to fine tune the system, as best as I can, to make things better for the company. . I feel morale is pretty good too, but that more things can be done to improve it, such as the Company Christmas party were planning, more appreciation and letters erf recommendation for soldiers who do a good job. r," E-5- Ts on-ca- ll. . He said that he didnt hold grudges, and felt that by promptly commending or punishing a soldier for what they did or didnt do, that soldiers would always know exactly where they stood. The 1SG of a company is only as good as his soldiers, stated Washburn, and the attitude of the troops, and their morale reflects on the job that the 1SG does, or doesnt do. You have to leam from experience, he said, and I hope to be able to help soldiers avoid trouble, by using my experience to solve problems while they are still in the minor stage. I want to earn their respect, not their fear, he continued, to be fair, but not to pamper them. ' Washburn arrived at Dugway in July, and was Chief of the Motor Pool prior to becoming a 1SG. Bullington has been involved with many areas of concern, everything from quality of life or better living conditions, to personnel actions, punishment and other things. Im an overseer of sorts, he said, I overlook for the command, as well as the enlisted, seeing that anything, whether it be punishment or any other action is conducted fairly. I try to insure a balance of justice. When a soldier is sent up for disciplinary action, in addition to talking to the Staff Judge Advocate, I like to hear their side of the story. Based on the facts of the situation, sometimes the commander asks me for advice in setting the conditions or the punishment, he said. Sometimes, according to Bullington, there are extenuating circumstances that need to be taken into account jn rendering a fair judgement, and he strives to see that there is justice in resolving the situation. One of my biggest jobs is seeing that the communications between soldiers and command are So many misalways kept open, fair and two-watakes can be because of a lack of communication, or unclear understanding of a situation, he stated. Bullington said that sometimes that means he has to be a sounding board, for people, to see that things are accomplished by virtue of his rank and authority.
