According to Commissary officials, rising costs for handling and. processing rubber checks have caused the increase. Commissaries1 first began charging $5 for bad checks in April 1979. The hike to $10 reflects the increased cost of trying to collect on worthless checks, say officials. Usually, when the bank returns a check to the Commissary because of insufficient funds, an attempt is made to contact the check Writer.
