That would be unprecedented in this nation’s history Or is the United States merely carrying its war on terrorism to the next logical taigct — a nation that harbors terrorists and is building an arsenal of weapons to be used against the free world? Saddam certainly has the moti- -' vation given this nation’s successful war against him in the early '90s: But is there any hard evidence of his inten- lions or of his capabilities? Does any credible evidence exist to link him with the events of Sept 11? road improvements The problem is that not all of the tax actually finds its way to the roads Highway bridge and tunnel tolls likewise are intended to improve those highways bridges and tunnels And as with the gasoline tax that is not where all of the toll money ends up This is what legislators particularly like because they can pull revenue from tolls and use it to keep other taxes low The most significant of these are state and local income taxes and sales taxes Legislators often believe that the public would rather pay tolls than see these other taxes rise This is especially true if the tolls are levied to some extent on travelers instead of residents This is accomplished by strategic positioning An example Of this may be found between Baltimore and on Philadelphia Both Maryland and
