petition that would make the state's second largest city out of the unincorporated east side of Salt Lake County The proposed municipality would ran from Salt Lake City to Sandy excluding the Granite area and White City some small unincorporated islands and the area d Holladay-Cottonwoo- which becomes a city in January The incorporation plan is largely sup- ported by community councils in the area though the approach doesn't square with Salt Lake County Commission Chairwoman Mary Callaghan's approach cities which generally to wall-to-wfavors annexation over incorporation “We do disagree with to be divvied up” Carman said “We don't want our area cut into pieces" However other cities including Murray Sandy and Holladay-Cottonwodo want to annex various parts of the proposed municipality And Salt Lake City in its annexation policy declaration has already stated an intent to annex the entire east side of the county The reason is water — Salt Lake City controls the water system on the east side and incorporation of the area into another city would make Salt Lake's water rights problematic The City Council recently reaffirmed that policy declaration Nevertheless City Council Vice Chairman Tom Rogan said it might be worked out if the system goes into another city Incorporation sponsors must get signatures of owners of 10 percent of the land in the area as well as 7 percent of land value Once it's submitted the county will conduct a feasibility study to see whether there is enough tax base in the area to support a city If so and the County Commission signs off on the effort
