Show Halamandaris and Passic to receive 1991 alumni awards Harry Halamandaris and Gregg Passic two Price natives have been awarded the College of Eastern Utah’s Distinguished Alumni Awards for 1991 The awards will be presented at CEU’s annual Founder's Day banquet Mar 9 at 4 pm Halamandaris is president of Telcdyne Systems Co Los Angeles and Passic was recently named chief of the US Drug Enforcement Agency's Financial Investigations Divisions Carbon High School graduate Halamandaris attended CEU on a football scholarship in the late 1950s Upon graduation from CEU he earned a bachelor's degree in Uhc KagleXVollXVWNutnbet8 mathematics and electrical engineering from Utah State University Halamandaris worked for Hughes Aircraft Co Litton Guidance and Controls and established his own company Satellite Positioning Corp which was eventually sold to Seismic Computing of Houston As president of Telcdyne Systems Halamandaris heads one of the largest subsidiaries of Telcdyne Inc a Fortune 500 company Passic attended CEU from 1967-6- 9 before moving to Salt Lake City where he worked for the Salt Lake County Sheriffs Office while attending the University of Utah Upon earning his bachelor’s degree in art he joined the Carbon DEA at the suggestion of his father long-tim- e County sheriff and CEU alumnus Albert Passic He was stationed for a short time in Salt Lake City and Denver before being transfered to Frankfurt Germany Nearly a decade of foreign service also took him to assignments in Turkey and Switzerland As chief of DEA's financial investigations Passic is responsible fir developing and implementing an aggressive worldwide approach to the investigation and seizure of d assets The Financial Investigations Division seized over $15 billion in cash and property in 1990 drag-derive- College of Eastern Utah 49th Legislative Session Educators disappointed in financiai decisions Stephanie Bogdin news editor Take it all the way Eagles! The moat exciting men's basketball team to play at CEU In recent history has brought the crowd to their feet on many occasions this season but whan CEU CEU Is dafaatad 3 ranked CSI 66-6- 2 a stats of pandemonium hit the BDAC In will travel to Twin the Scenic West Conference and currently In second place 7-Falls Id March 9 for the region tournament (photo by Harlan lloore) The 49th general session of the Legislature has come to a close bringing with it some disappointing decisions for many higher education institutions A discouraging reduction in funding for thc College of Eastern Utah was that of enrollment growth CEU asked for the additional funding of 1 10 students for next year The total cost of funding them was estimated at $357 AX) with $275000 coming from state taxes and $82j000 coming from the students' tuition When it comes to funding new students the money that is granted is not used in operating the college Instead it pays the salaries of the faculty and helps in providing instructional equipment such as supplies and equipment As the session progressed it became evident that there wasn't sufficient money to provide full funding for the students In order to accommodate as many students as possible CEU reduced its funding request to 85 percent IS percent lower of what was previously asked In the end the Legislature agreed to fund only 49 percent of enrollment growth CEU was granted $155 AX) with $1 14 AX) coming from taxes and $11 AX) coming from tuition This amount would leave about 54 students funded in a request that was cut into half The Board of Regents were informed of the decision and have taken a position to limit enrolment at all higher education institutions in Utah If the Legislature funds higher education at the level they appear they're going to the Regents feel that the institutions would not be able to maintain access to education and protect the quality of education Michael A Petersen president of CEU stressed the position of the Regents “We don't want to offer a system of higher education that is essentially a hoax where you imply you're getting an education when in reality you aren't" he said "We've got to be insistent upon providing the quality that we feel has to be there and work hard to maintain access" If enrollment is limited it is possible that the estimated 2800 students who will need the additional funding will be turned away form Utah institutions next year At CEU it's likely that 50 students will not be able to attend school This limitation doesn't apply to high school seniors only It can affect students who have attended CEU but return at abler date It's fundamental that if we're going to have a quality higher education system that we've got to do this" Petersen stated CEU was affected again by a disappointing decision of salary maintenance leaving the faculty with a 35 percent salary increase which reduces individual salaries by 15 percent The college was asking for for sufficient funds to maintain salaries at the current levels considering inflation which was 5 percent Another 5 percent was requested in salary catch-u- p money Each year CEU compares its faculty's salaries with that of other institutions It's estimated that CEU is 25 percent (continued on page 8) |
