Minnesota he'd get more than $16 a bushel instead of the $607 his local grain elevator offered him last week Yet European growers are underselling Asendorf in their local markets — with the help of hefty government subsidies The European Economic Community expects to spend about $2 billion this year making soybean growers the foot soldiers in an agricultural trade war with the United States US threats to retaliate are setting up the trade equivalent of a nuclear showdown And farmers stand directly in the cross fire of not only the soybean battle but other farm-trad- e disputes festering a round the world The 95 nations belonging to the General Agreement on Tariffs and Trade have agreed to make agriculture the centerpiece of negotiations for the first time in the history of the treaty In a round of talks to be completed in 1990 the of all United States is proposing a phase-ou- t government programs that subsidize trade Europe and Japan key players in the talks favor the more protectionist approach of setting market shares for each country A coalition called the Cairns Group — led by Canada Australia Argentina New Zealand and Brazil — stands close to the United States Taxpayers and consumers would be big winners if some trade barriers toppled The US spent more than S90 billion on farm programs between 1983 and 1987 Much of that has been directed toward propping up farmers while keeping commodity prices low enough to compete with countries in which farmers are heavily subsidized by their governments The EEC expects to spend more than $34 billion on farm programs in 1988 not counting hfghcr food prices passed to consumers as part of the programs Any GATT agreement on agricultural issues depends on the United Slates and Europe reaching a truce in their escalating trade war observers say "Of the bombs on the table to go off between the US and the European Community in trade relations there are several small bombs some larger bombs and one nuclear bomb — this soybean issue" said John Baize Soybean d m "It's understandable that the farmers in Europe are going to go into soybean (growing) as hot and heavy as they can" Asendorf said "It's just a matter of time and they won't be needing our beans" However some farm groups oppose the US proposal The National Farmers Union wants managed supplies and demand instead of a free market Union leaders intend to propose this month that the United Nations establish an agency overseeing world agriculture and hunger "Let GATT continue to do what it can to harmonize trade policies and minimize needless trade tensions" said retiring union president Cy Carpenter "But let (the UN agency) address itself solely and directly to lifting world commodity prices to needed levels while augmenting the power of the hungry food-buyin- g nations" grain prices would rise slightly under nonsubsidized trade according to several studies A recent study by the World Bank concluded that the removal of all policies
