Answer by: Glen Jenson, Utah State University Extension Family and Human Development Specialist The media often provides parents with excellent opportunities for discussion regarding family values and human sexuality. With the allegations of extramarital sexual behavior on the part of the U.S. President and the dialog between the experts as to what is proper, improper, truthful, lies, private, public or none of our business, many of us feel confused. But when children and youth get this information, they have an even more difficult time processing and | understanding the things they see and hear. These types of issues, however, can provide a great opportunity for families to discuss moral and ethical mattefs and to include family values. Though the discussion may be more frank than some: = parents feel comfortable in bringing before the family, it is important that parents talk to their children and youth and answer questions to help clear up possible confusion. Consider these discussion ideas. The discussion will likely be easier if both parents are present. If that's not possible, one can do it just as well. Be sure to start the discussion when you have time to spend listening. Tailor the discussion to the age of the children or youth. By age 10, most children have a pretty good knowledge of the fundamentals of sexuality. Make the discussion time as relaxed and non-threatening as possible by not lecturing. Try to make it a time of listening, learning from each other, and providing clarification. *Good openers might include any of the following questions. How do you feel about what is being alleged against the President? What if people are accused of things they didn't do? What impact does it have on the individual? What does our constitution say about "innocent until proven guilty?" What does our religion teach about morality? What is honesty? MEETING Nedra Kennedy Visitors: Ray Rowley, Councilman Doug Garrett suggested charging the fire district a set amount for rent then they turn around and charge the same amount for their services. Attorney Leo Kanell suggested adding an amount for donation then charge rent at the scheduled rate. Councilman Mark Dotson stated he felt the service district and county would understand the Les Whitney, Mitch Cole, Norm Lamb, volunteers needs and limited funds. Leo Finch, Ronald Walker, Larry Dutson, Lloyd Thayne, Ray Van Glist. Lloyd Thayne - Dutson Supply Lloyd Thayne and Larry Dutson introduced themselves as representing Dutson Supply. They stated they offer an asphalt division and can service the Milford area from Delta. He stated they offered a new product with a new formula that has same durability as hot mix. He felt UDOT will accept the specifications of the mix and will be up and running the first part of April. They offer the equipment to complete the work also. He also stated the company is a supplier for heating coal and chips for street. Les Whitney Representing the volunteer fire department, Mr. Whitney asked for donated office space in the new building. He stated the volunteers had limited space and needed an office to complete the necessary work they do for the city. He stated that the office would be utilized by Nolan Davis, Norman Davis and himself and would make available a place for them to store their training information and code books which the city had paid part. Les Whitney stated the volunteers offer emergency rescue fire service within the service district. He reported that 80% of the work he and Nolan Davis do is for the City of Milford and is required by law and is not charging the city or the flat area for the services. The average fee would be $25.00 per hour. The service district pays for the maintenance of the equipment. City Manager Nedra Kennedy stated the volunteers were covered on the city workers compensation and feels they are an organization of the city. Attorney Leo Kanell stated concerns that offering donated office space to the volunteers would cause problems v,/ith the service district and county who would be paying rént. Councilman Nolan Davis stated Manager Nedra Kennedy was instructed to add volunteer fire department, boards and committees to the organizational chart for the City of Milford which will allow them to utilize office space. Leo Finch ; Representatives of the Christian and Missionary Alliance asked Council to consider usage of the meeting hall for two to three hours on Sundays. Councilman Nolan Davis stated that there were concerns about separation of February 17, 1998 Mayor Mary Wiseman called the meeting to order at approximately 7:00 p.m.Present: Council members Doug Garrett, Nolan Davis, Russell Smith and Mark Dotson, Attorney Leo Kanell, Treasurer Arden Fowles, City Manager church and state, and if another religion wants space do we want to obligate. Councilman Doug Garrett stated that the policy for usage should be first come first serve and should be allowed if they are willing to pay the rent. City Manager Nedra Kennedy was instructed to determine a fee for the usage, negotiate with the congregation and review the agreement with the LDS Church to determine if the usage is feasible. Councilman Russell Smith made a motion to authorize City Manager Nedra Kennedy to negotiate a rental fee with the congregation offering a one year lease contingent upon reviewing the agreement with the LDS Church, Councilman seconded the motion, all were in favor. Leo Finch stated that if an ‘occasion came up that the room needed to be utilized, they would be willing to change their schedule. Ray Rowley Mr. Rowley stated he would be recording the meeting. Mr. Rowley presented a list of complaints which he had received signatures from Milford City residents for property clean-up. Councilman Nolan Davis stated the City Council would not discuss the complaints from the county area and had made contact v,/ith property owners who will clean their property but were waiting for better weather. He mentioned the Milford Flat residents have always been encouraged to participate in city activities. The City Council duties are to accept the complaints and decide what to do with the complaint. He suggested the City Council prioritize the complaints and determine which items to begin work on. Mr. Rowley stated he would attend the next meeting with a new list of complaints until something was done or the charges against him by the county were dropped. He stated that the trash which has been hauled to the dump has not been done right. Councilman Nolan Davis stated that was not a city issue and if Mr. Rowley had a complaint about the uncovered loads going to the dump he should file them with the Sheriff Department. Mr. Rowley stated that the complaints which were filed on January 2nd have not been taken care of. Councilman Nolan Davis stated he had personally contacted many of the owners and there has or v,/ill be clean-up of the properties. Attorney Leo Kanell asked Mr. Rowley to give the city a year to work on the areas for clean up. Mr. Rowley accused the city of selective law enforcement. Councilman Nolan Davis stated he did not believe in selective law enforcement and stated Mr. Rowley was asking the city to intervene in something they have no jurisdiction over. Mr. Rowley stated he would put an article in the Salt Lake Tribune about the back streets of Milford. Mayor Mary Wiseman asked if he would put pictures of his property in the paper also. Councilman Doug Garrett stated not speaking for the county but it seems Mr. Rowley has been given a lot of time to clean up his property and expects the city to get to that point in two months. Councilman Nolan Davis stated he would prioritize the list. Mayor Mary Wiseman told Mr. Rowley to make sure the complaints he would file in the future be in the city limits. Councilman Doug Garrett asked that Mr. Rowley give the city time to prioritize the complaints. Attorney Leo Kanell asked that Mr. Rowley file the complaints with the Milford City Manager before the meetings in order to allow the City Council to review the information presented. * Councilman Nolan Davis stated Brad Spaulding has written a letter on two propertiesin the area which he feels have a health concern. Now Business Furnace bids for library, Councilman made a motion to accept the low bid from Quality Plumbing $2,150.00 for the installation of a natural gas furnace in the library, Councilman Russell Smith seconded the motion, all were in favor. Councilman Russell Smith made a motion to approve the recommendation from the Library Board and hire Sherry Yardley as Librarian, Councilman Mark Dotson seconded the motion all were in favor. Staff Comments : City Manager Nedra Kennedy asked Council to consider the development of an Economic Development Committee. The purpose of the committee will be to update on a quarterly basis the Economic Profile, meet with prospective companies and to offer suggestions on the betterment of Milford City. She requested the committee be comprised of: President of the Chamber of Commerce, school district representative, hospital representative, city council members, realtors, and other who are interested in Milford City growth. Councilman Nolan Davis made a motion to develop the Economic Development Committee with the above mentioned representatives, Councilman Doug Garrett seconded the motion, all were in favor. : City Manager Nedra Kennedy reported that Mike Murphy of Management and Training Corporation had made contact with the office and mentioned they were looking at the Fillmore area as their first choice for their project. Councilman Mark Dotson stated the legislature had not funded the project. E City Manager Nedra Kennedy presented a letter from Jones and DeMille Engineering concerning items which needed to be addressed before the project begins. She stated all funding for the position could come from each department. Treasurer Arden Fowles reported checks to the county for building inspections vary. Councilman Nolan Davis stated he had reviewed the budget and thought the idea was worth a thought and the city would have more control over each department. Councilman Russell Smith stated that if a qualified individual was available, the Council should consider the position. The issue will be tabled until the next meeting in order to consider all issues. -* Treasurer Arden Fowles asked for the Council approval on the appointment of Katie Elmer for the Board of Adjustment. Councilman Russell Smith made a motion to approve the appointment, Councilman Doug Garrett seconded the motion, all were in favor. Mr. Fowles also made mention of a vacancy on the Planning and Zoning Commission with the resignation of Sheldon Albrecht and asked the Council to make recommendations, * Councilman Nolan Davis reported on the court decision of Will-tel versus Beaver County where there is a possibility that unless the legislature act, property taxes could go upon $100.00 for $100,000 of property. He suggested drafting a letter to the legislature representatives. City Manager Nedra Kennedy was instructed to write a letter to the representatives. * Councilman Mark Dotson reported on a underground fuel leakage at the Chevron Service Station and voiced his concerns about the process the State of Utah was proposing to clean up the problem. He stated he thought the company contracted to clean up the problem has not drilled enough monitoring wells to address the issues of oil and diesel fuel. He stated concerns over declining property values in the downtown Milford area and that doing nothing is far safer. Councilman Russell Smith asked if it was a requirement of the State. Councilman Mark Dotson stated he did not know. He requested the City Council consider hiring a private consultant to review the process. * Councilman Doug Garrett stated he wants to be on record that he did not contact the representatives to bring the jail project to Milford as printed in the” Beaver County Monitor. He stated Alice Smith assumed that the Doug mentioned by Mike Murphy was himself but was actually Doug Carriger, Beaver County Administrator. As there was no further business, the meeting adjourned at approximately 9:07 p.m. These minutes will be presented for approval at the next reguiarly scheduled meeting. Until such time, they are considered unofficial. Editor’s Note: February 12 issue of the Monitor clarified that Doug Carriger was responsible for bringing MTC to the council meeting.
