Take Notice that there has been many civil rights “violations (resulting in substantial damages) heaped upon the free exercise of religion of the Fraternity of Preparation located at Vance Spring (Ts28S R1 8W S 1 6 SLBM) 54 miles west “Sof Milford, Utah. ‘ These acts of religious persecution have been perpetrated by Beaver County Government ‘in violation of the first Amendment to the United States Constitution, reaffirmed by the "Religious Freedom Restoration Act of 1993". i A law suit for damages of $21,000,265.00 (twenty one million two hundred sixty five dollars) has been filed against Beaver County by members of a religious class of individuals _at Vance Spring, Utah (A.K.A. the Fraternity of Preparation). : There is a non-violent standoff occurring in the western part of Beaver County, at the ‘place known as Vance Spring, Utah, between Beaver County Government and the religious + society. The controversy is over "Law of the Land" and private or special corporate Utah and Beaver County law (known as the laws of man). iw : These previewed laws are tyrannical and in violation to the law of the land, when applied : tonon Utah Corporation members, and are being imposed upon the small group of people who a| want to be left alone to the free exercise of the religious practice of the doctrines of Jesus Christ as secured by the Constitution of the United States and laws passed pursuant thereto, which is the supreme law of the land. i The private or special Utah and Beaver County corporate law, and what is referred to as * the supreme law of the land are opposed to each other. Which one is supreme, that is what the ‘+ law suit is over, the Constitution of the United States and the laws passed pursuant thereto vs. “special private corporate government law. They both cannot be the supreme law of the land. The members of the religious association, known as the "Fraternity of Preparation", have for ten years been seeking to have these issues determined by due process of law, as secured by the United States Constitution, all’ to no avail. Your public masters (Beaver County corporate .. government) has decided they are above the organic law of the land and have used threat, ' intimidation, and coercion to compel these people into involuntary servitude (slavery) to that system of corporate law, which is wholly unlawful as it is applied to an unwilling enous class of individuals. Beaver County has conspired with state judges to manipulate a default judgment, which is a Forbidden Bill of Attainder in the Constitution. The Supreme Court of the United States has declared "A Bill of Attainder" is a legislative act which imposes punishment without the benefit of a judicial trial. The confiscation, theft, plunder, and attempted destruction of an innocent people without the benefit of a judicial trial over the issues of which law they are compelled to obey, is no other than a denial of their rights secured by the constitution. This small religious group's only hope is in the Federal Court system, which has jurisdiction over controversies of civil rights. The methods used by the judges and their co-conspirators will not stand in a court of competent jurisdiction adjudicating organic law vs. state corporate law. BOTTOM LINE We believe the best way to solve grievances with government is to go to the civil law and have the issues tried in a court of competent jurisdiction. We have never been charged with the commission of any crime, violation of any law, or the breach of any contract. We have never been served with a fourth amendment warrant or any summons to court to defend ourselves of the commission of any offense against anyone. If the citizens of Beaver County remain silent pertaining to the unlawful action against an innocent people in their county, their silence will be their consent and thev will be as guilty as the perpetrators of said criminal act. The whole action is to punish the people at Vance Spring because they refused to make an application to government of agencies of government for a permit, or license to the free exercise of religion, therebv entering into what is called voluntary compliance, into corporate jurisdiction. Beaver County Government is m violation of the organic (supreme) law of the land and particularly the "Religious Freedom Restoration Act of 1993", which law supersedes Utah Constitution, Utah Code, Ru'lings of Judges, and policies of Federal, State or local corporate governments. PAGE 6 Historical Tidbits By Norman Baxter: In the late 1920's Milford had a very serious flood. It originated on Frisco mountain and the large drainage area of the Big Wash and turned south-east past the present home of Norman and Sherrie Thompson. It turned East to the railroad and the road bed funneled it into Milford’s Main Street. Residents had ample warning of the flood, the fire siren sounded over and over again and the warning was passed to everyone. Jim Lang, manager of the two story apartment building at the south end of main street, scoffed at the idea of a flood. He had lived here many years and there had never been a problem with flooding. Other store keepers sand-bagged the front and rear entrances of their stores, and had little damage. The water running down Main Street was almost at the 3 foot level and the current was very swift. Many young boys went down Ist West to the south end of town, we climbed on power poles and rode them down Main Street. Jim Langs’ apartment building had a full basement and he spent the next week pumping the water — and shoveling out the muck. A few days later, another flood warning was sounded. Jim was prepared this time, but the water never reached Milford. As a result of this flood the Army Corp of Engineers constructed a dam across the Big Wash and shunted the water off the north of the Airport. After the flood of the late 1920's and construction of the flood control built by the Army Corps of Engineers, Milford thought it was safe from future flooding. But the next flood came from another area. It originated on the other side of our west hills, east of the Big Wash area. The flood waters flowed North * past the Wild Bill Mine to the Copper King Mine, there it washed out a large section of the Milford - Ely Highway, then it turned south-east and into Milford’s Main Street. Warning was given in time for the town to prepare for it. I believe that this happened about 1950 because Steve Williams was Editor of the Milford News. Again, much debris and many power poles floated down the street and again young boys rode on the poles. Steve Williams was sitting on sand bags on the west side of Main Street and across from the movie theater (now the Chiropractic Office). One door north was George Litchfields barber shop. George came out of his shop and was swept off his feet. Steve, ever a newsman, took.a picture of George struggling in the water, secured his camera, then dove in to pull George out. This flood was different from the first one, in that part of the water came through the old city dump and entered the north-west section of town, it flooded the football field and the area now occupied by the Hospital. The area that this flood came from is still open and it could happen again. Help children practice problem solving. One five step process includes relaxing, identifying the problem, outlining the options, rating possible outcomes, then choosing the best solution.
