by the I International Olympic Committee USOC meeting eame to a : As the three-da- y : ' hotly-debate- close officials also dealt with the problem of athletes who use prohibited drugs d In competitions such as the upcoming 1985 National Sports Festival in Baton Rouge La aU athletes finishing first second and third will be required to give urine specimens within an hour of the completion of his or her’s event Also USOC officials will make random selections of other athletes who did not place in those events If the presence of prohibited drugs are detected In an athlete's system he will be tested again If the result comes back positive again the athlete could be suspended from competition for six months If it is a second offense he could be suspended for up to four years USOC officials have floated memorandums to USOC-backe- 9 the various national sports governing bodies (NGBs) — groups responsible for regulating their respective sports — asking them to sign agreements to cooperate with the program USOC Secretary General George D Miller said the getting the governing bodies to sign the agreements is necessary to avoid having aeparate tests for the various sports "About a third of the NGBs have signed agreements" Miller said "We hope to collect Lake Placid New York the site of the 1980 Winter Games As the US choice Anchorage officials win make its presentation to the International Olympic Committee in October 1986 USOC President Robert H Helmick has repeatedly expressed doubts any US city will be chosen for the 1992 games There is talk in the sports community about holding the 1992 games in Germany Sweden France Bulgaria or or Italy While discussion on testing made up only a small part of the program tne biggest news of the three-da- y conference was the selection of Anchorage Alaska aa a nominee to host the 1992 Winter Olympics Games Also making bids were Salt Lake City Reno-Lak- e Tahoe and think the speculation is premised on the fact that It’s been usual for the games to be alternated between continents" he said but added a US site stiU could be a possibility Many observers felt the four cities made their bids looking beyond 1992 to 1996 my act together in 1978" Open victor: ‘Finally got the monkey off my back’ - Seven years BIRMINGHAM Mich (UPI) without a victory much of that time spent in pain can really hurt a guy On Sunday big Andy North said he "finally got the monkey off my back" In a scene chillingly reminiscent of his last victory North gamely held on to win his second US Open by a single shot despite a bogey on 74 the final hole and a closing “There were some days I wondered if I'd win again" North said referring to the right elbow that troubled him for several years and sorely hampered his game "But I’ve always been a survivor I believe if you work hard enough good things will happen "I worked hard last fall every day and I got stronger When you’re playing well and feel good it has a snowballing effect in a positive way When you don't feel good and you’re not playing well and you don’t want to go to the golf course it snowballs the otner way" North underwent surgery in the fall of 1983 to remove a huge bone spur from his right elbow but still suffered through his worst year in 1984 earning only 822131 But earlier this season he tied for sixth in the Hawaiian Open and he is now playing without pain for the first time in about seven years North las' Tour victory came at the 1978 Open On that occasion at Cherry Hills in Denver North also bogeyed the final hole also had a final 74 and ilso won by one shot "To finally win any tournament and it’s Just great to get the especially the Open off said North who is back" my monkey and 200 pounds "I'm tired of answering questions why I'm playing so terrible "This is a step in the right direction but it's still hard to make up for 820000 years Uncle Sam didn’t send me any get well cards" The North who lives in Madison where he serves as a volunteer coach to the Wisconsin football team started Sunday’s final round two ahota behind leader Chen He immediately lost another stroke with a bogey on the opening hole He waa trailing by four ahota at the fifth hole when Chen made a quadruple bogey allowing North to move into a tie for the lead "TC (Chen) opened the door for a lot of us" North said "It's a freaky thing that happens I've done it too many times" StiU North had trouble taking advantage He wasn’t playing well missing nine of the first 10 fairways (and aU but four for the round) and he bogeyed three consecutive holes starting at No 9 to fan back into third place But a good aand wedge on the 12th hole suddenly turned his game around despite a bogey on the hole and he birdied the 13th with a putt — only his second birdie in two Wis Tze-Chu- 10-fo- ot rounds Following that North said he felt comfortable with his game and believes his 13 years on the Tour helped him to the championship "It wasn’t only the Open experience (of 1978) but having the chance to win other times and screwing up" he said "I probably had five or six good shots to win and I've managed to mess V one way or another" The victory was worth 8103000 to North and pushed him over the 81 million mark in career earnings with 81039 206 North also is the 15th man to win at least two Opens Oddly he has won only one other tournament the 1977 Westchester Classic and because of this his credentials as an Open champion were questioned "The players never questioned my winning" North said "This wUl take the heat off from other quirten"
