73 residents drilled Craig Bott an Arthur Young and Associate representative and Smithfield Councilman Dennis Funk during a question-answsession last night at Sky View High School This was the first of two public meetings designed to answer questions and provide better insight into privatization and its use in financing a sewer and er wastewater treatment system in Smithfield “It was a good session one that I hope answered many of the questions of our citizens ’’ said Funk “I’m a little disappointed in the turnout but they have another chance to come and hear what we have to say" Funk said he was particularly impressed by the mood and interest of the crowd and quality of questions Unlike past meetings that included heated verbal exchanges this one maintained a more businesslike approach with questions that occasionally tested the substance of Bott’s presentation To counter concerns of the possible risks to Smithfield Bott said user fee rates could be controlled by the adoption of a formula by which rates would be in- creased “It would be similar to the process used by utility companies" said Bott “Rate increases would be allowed to cover increases in capital and employee costs Increases and requests would be examined closely" To protect the city he said the private companies would be required to put up performance bonds to insure against bankruptcy and default of the company Resolutions are also in place that protect the city from improper maintenance of federal standards the and state discharge standards and the firing of existing employees “There
