(UPI) — Hurricane David half of its power spent on a merciless beating of the Dominican Republic drifted along the north coast of Cuba toward Florida Saturday and a hurricane watch was posted from Palm Beach to the defenseless Keys Florida Gov Bob Graham urged tourists to stay away put the National Guard on alert and sent extra state troopers to the Florida Keys a island chain linked to the mainland by a series of bridges David was the worst storm the Caribbean had seen in U years killing at least (7 people in its passage through the Windward Islands to the Dominican winds fell to 75 Republic until its mph barely hurricane force Saturday David entangled in the mountains of eastern Cuba was taking a “alow and erratic” westward course Saturday night the National Hurricane Center said But it was only 475 miles from Miami and forecasters said if it returns to the warm Atlantic it could rebuild — although it was unlikely to regain all Its strength At C pm EDT the Hurricane Center announced a hurricane watch from Palm Beach through the Florida Keys to Dry Tortuga and said "hurricane warnings could be required Sunday morning” Alvin Samet a spokesman for the center said there had been no dramatic shift in the hurricane’s progress but said Dr Neil Frank director of the center "likes to give a watch notice” and "if we have to put up a warning tomorrow to give 12 hours of daylight warning the watch had to go up ng ' now" But preparations had begun long before the watch was ordered Local officials in South Florida had begun sandbagging operations around public buildings Friday Water levels in canals had already been reduced Floridians had begun stocking up on hurricane supplies — flashlights candles batteries canned goods bottled water and beer and liquor — well before the watch began Windows were being taped and shuttered Gas stations reported a run and one South Miami hardware store experienced such a crush it had to organise a line and let customers inside a few at a time “I urge all citizens of these areas to begin to make preparations in case evacuation is required” Graham said in a statement Saturday “If the winds should Intensify during the next 12 hours evacuation time would be greatly shortened" Graham also urged tourists and "persons without necessary business” to stay away from South Florida until the threat had passed In another development a hurricane watch was called in the Leeward Islands north of Guadeloupe for hurricane Frederic a new storm churning along a path slightly north of that David took bearing winds of 75 miles an hour It was moving on a westward path that would carry it through the Leewards sometime Monday David reduced mueh of Santo Domingo the capital of the Dominican Republic to rubble when it slammed into the south coast Friday Haiti which shares the island of Hispaniola with the Dominican Republic apparently escaped major damage At least 30 people were dead in the Dominican Republic most of them along flooded riven outside Santo Domingo Two were reported dead in Haiti and Puerto Rico struck a glancing blow counted eight fatalities At least 27 were killed when David ravaged the Windward island of Dominica earlier this week Authorities in Santo Domingo called for volunteen to clear the streets of uprooted trees and other debris while they tried to deal with the homeless believed to number in the tens of thousands Most rivers in tho central part of the country were flooding At I pm David's eye was located near latitude 210 north longitude 750 west the hurricane center : said and the storm was still "interacting with the mountains of eastern Cuba” “Gale force winds extend out about 150 miles tojhe north and 100 miles to the south of the center flhd j ) hurricane center said : The National Bank Building on Miami's Biscsyno Boulevard a frequent victim of high water erected a dam against David’s torrential rains Charter and fishing boats in the Keys scuttled up the Shark River to seek shelter and the Navy began moving some of its interceptor jets out of its Boca Chle a air station One suburban Miami grocery did little business Saturday — it sold out of staples and eanned goods Friday night “I've never seen anything like it” said manager George Velez “This must have been a 1200000 day” One veteran of Florida hurricanes said “People have gone nuts I tried to buy batteries at three ferent places Everyone was out and I gave up" dif- Pioneer M explores Satamm By Robert Strand e Calif (UPI) -Pexplored Saturn Saturday the first time the planet has been e reached by a spacecraft and discovered a new Saturnian ring The spacecraft arrived at Saturn after a voyage over 2 billion miles during which the spacecraft also survived a close encounter with MOUNTAIN VIEW ioneer 11 man-mad- Jupiter At Saturn Pioneer twice escaped collisions that could destroyed it Both inbound and outbound the spacecraft slipped through Ring E an area full of flying objects Although Saturn is commonly thought to have three rings recent studies determined that the planet has five Pioneer discovered a sixth which Tom Gehrels a University of Arizona astronomer promptly dubbed Ring F He called an adjacent space “the Pioneer gap” Ring F appeared from pictures taken by the spacecraft to be 200 miles a Old headstone’s a mystery s -- No oiw at the Logan Post Office knows what this headstone's recent appearance there really means One post office employee came up with an inadvertent quip when he told The Herald Journal this weekend? "We don't know what it's all about We don't know what to do with it Maybe it'll wind up in the dead letter file" The old headstone showed up recently all by itself in a regulation US Postal Service Americans "Most wage earners are watching their buying power wither away while unbridled increases in fuel housing health care and food costs run unchecked" Mayne said in his annual Labor Day message Mayne said most Americans are forced to live within an "arbitrary” 7 percent wage increase ordered by the White House while the annual in SALT LAKE CITY (UPI) flation rate is approaching 14 percent "As workers review their situation they can find little to celebrate Utah's rank among the states is a miserable 41st in per capita income” Mayne said “And were it not for the standard set by union collective bargaining Utah would be even worse off” “On this Labor Day we observe an unfortunate lack of faith in our traditional institutions" he said "Confusion and distrust replace confidence and direction" The state AFL-CIhead said President Carter's leadership has been O “disappointing” one of Saturn's moons The closest approach to Saturn was 13300 miles from the cloud tops The craft was traveling at a speed of 71000 mph at the time Titan will be investigated Sunday from a distance of 220000 miles Scientists think Titan may be the only place in the solar system where conditions for life might exist When under Saturn's rings some scientists were startled by Pioneer's data Radiation was almost completely absent It was speculated that the huge rings were absorbing cir-- j culatlng protons and electrons Pioneer’s mission was to obtain information that might explain how Saturn and the rest of the solar system were created Currently Saturn is believed to have been formed by the collapse of a huge gas nebula Saturn is a yellowish globe still composed mainly of hydrogen and helium gas The planet is 115 times bigger than earth but light enough to float in water wide but only two miles thick-Ththree main rings of Saturn which are 41000 miles from the planet surface are thought to be composed of flying chunks of ice some as large as the Pentagon To make its closest approach to Saturn Pioneer shot at a shallow angle through Ring E in a fraction of a second Its instruments discovered that Ring E is probably composed of of a centimeter in objects diameter and dispersed five yards spacecraft is 0 apart The d ftetwider At such a high speed a collision even with a microscopic object could explode the spacecraft When Pioneer survived Ring E cheers rose at mission control at NASA's Ames Research Center Charles Hall project manager said “A space mlsaion takes an awful lot of luck” Pioneer dove through Ring E under the main rings and swung behind the planet before flying off toward Titan Emporium tennants told of plan shops stay open of the industrial revenue bond process and what future steps will be taken was given to tenants of The Emporium during a Saturday morning briefing Ed Alien of Region West Associates a financial firm negotiating the bond transaction told six of the tenants gathered at The Emporium 55 North Main the firm has from 5 days to secure buyers of bonds offered on the building's lien It was also explained this weekend that aQ shops in the downtown mall are open for business despite rumors and conjecture that the financial dealings have caused them to doze An explanation 30-4- with major 10 days to determine their interest in purchasing bonds The Emproium had been scheduled for public sale Tuesday as part of foreclosure action brought on by Logan Savings and Loan Association said Allen but the sale of the building has been postponed until Nov 7 to allow for a search for possible buyers of bonds "The foreclosure doesn't have any legal impact on tenants” said Alien He said the bond process would allow LSLA to recover the 11 million lien against the building Allen said he would be negotiating shopping center management groups within Thursday the Logan Municipal Council agreed in a vote to allow using its credit rating for the purpose of issuing the industrial revenue bonds Allen said the bond does not involve any city money or city credit Region West would make a profit off the sale of the bonds but not off the sale of the building said Allen 3-- 2 ' Mark Peterson of Region West told the tenants The financing and that Emporium has lacked long-ter"the industrial revenue bond process offers longterm financing at lower interest rates than comm mercial banks” Peterson said two options exist for repaying of the bonds One would involve the current tenants purchasing commercial space in the building and building equity in the property Instead of renting or selling the structure to a commercial firm said Peterson He said buyers are interested in the building again because of the depressed price estimated to be $2 300000 lower than the market value if N percent of the commercial space was committeed to businesses Allen also announced that Donna Morrison will serve as manager of the building The planet is still so hot tkat it radiates twice as much energy as it receives from the sun 1 billion miles subsidiary ir mture to the Cache County Planning aid Zoning Commission are springing up In the valley like summer flowers for the people who have li’irlured the growth But son people notably those involved in bringing or assisting development took on them more like an unnecessary weed Although the planning districts have yet to make an official decision as an official body their hinted presence has already had an impact on develop- ment Reactionary in nature they smack of no growth and are an additional form of red tape some say But to the people of the unincorporated Benson and Cove arras planning districts offer a method for determining their future and monitor development People in the Benson area were the first to begin forming a planning law After district under a establishing district boundaries and obtaining necessary signatures this summer the Benson Planning District will formally seek official redgnition from the Cache County Commission in a public bearing 11 am Tuesday In the Hall of Justice IN North Main The Cove area also is in the process of establishing its own planning district but it is more than a month away from a public hearing First 100 or 51 percent of the signatures of properly owners are needed to g'in consideration from the county commission The Benson planning district boundaries Indude an area about W miles wide end 4 miles lone bounded on the north by the Amaiga city limits on the west by the Little Bear River and Cutler Reservoir the east by the Logan-Cach- e Airport and by a line 1W miles nmto of the Valley View High way on the south Cove's boundaries extend 4 miles south of the Idaho border following the Cub River on the west excluding ML Shadows property and bounded on the East by US Forest Service property What they cm do Formation of the districts would give local citizens more say in the planning panel would process A be able to grant conditional use permits for any potential developments in the area said Ken Sizemore county planner but rezoning power would still remain with the county commission The districts would have to come up three-memb- er with a master plan expected to be the same as the 1170 county-approv- ed plan and then the county commission would appoint a three-ma- n panel said Sizemore Anybody seeking a permit for the development would be forced to go to the local planning district initially instead of the county planning and zoning'commlssion said Sizemore "We've been frying for a long time to get localities to express their desires in planning” said Sizemore ' The planning district would be a lower level more local planning com- mission” Sizemore said both Benson and Cove but have been receiving outside pressure for development Proposed construction of sewage lagoons by surrounding cities and the fear of change of agricultural zoning are primarily agricultural 1 allowing importation of residences concerns Benson residents he said The ML Shadows residential development proposed for location just outside the Cove planning boundary and a recent proposal for construction of more than 200 houses on 300 acres by the City of Enoch development has prompted action by Cove said Sizemore “Everybody (in Benson) is in favor (of the planning district)" said ML Ballard one of the Benson organizers who collected 133 petition signatures more than enough for the legal requirements “We wanted to have a voice out here” be said The same holda true in Cove where Lavera L'etraro is chairing the petition committee That petition drive is three-fourtcomplete "Thl
