unpopular Johnson administration About the furthest he has ventured was his televised statement Sept 30 in which he said that as president he would stop the bombing of the north as an acceptable acceptable accept accept- able risk for peace However he qualified thisby this thisby thisby by saying that he would place key importance on evidence of Communist willingness to restore the demilitarized zone And if the North Vietnamese showed bad faith he would reserve the right to resume resume re- re resume sume the bombing But Mr Humphrey has consistently emphasized his support of President Johnsons Johnson's decisions and in his Sept 30 statement reaffirmed that until Jan 20 the voice at the negotiating table must be his President President President dent Johnsons Johnson's Mr Humphrey supports the original involvement in inthe inthe inthe the war because we are seeking to demonstrate that aggression is an unacceptable form of political behavior behavior be be- pe- pe havior for the attainment of political objectives in the century Toda Today his objective and the Presidents President's he says isa is is' isa isa a peaceful political settlement right now no in Paris Pans I hope the American people will have the patience to withstand the pressure Meanwhile Mr Humphrey would move toward the thede de' de Americanization de-Americanization of the the- the war He contends it sh should uld be basic to our policy in Vietnam that the South Vietnamese mese take over over more and more of the defense of their own country and he says substantial reduction of American forces will be possible next year without endangering either our remaining troops or the safety of South Vietnam He would also propose once more an immediate fire cease with fire with United Nations or other international supervision and supervised withdrawal of all foreign forces from South Vietnam After the war is over Mr Humphrey would call caU for free elections elect ons in which every group willing willingto to do doso s 's so can play its full part in the peaceful political politic l process proc proc- ess And this means means- being willing to accept the results results re re- re- re suits of these elections whatever they may be To avoid future Vietnams Mr Humphrey says the United States should define clearly cleady what our national national national na na- na- na interest is is in each of these developing areas He emphasizes that we are not the worlds world's policeman policeman policeman police police- man but that we must be prepared to fulfill specific and clearly defined mutual defense commitments Ho However ever the world must look primarily to regional organizations to control local disputes r I tJ 1 to T f t f X r J of t Mr Humphrey Humphre takes a firm stand against crime but emphasizes the need to attack its social origins In the long run he says we can only cut crime by getting at its causes slums unemployment rundown rundown run run- down schools and houses But he continues Rioting burning sniping mugging mugging mug mug- ging traffic in narcotics and disregard for the laware laware law laware are the advance guard of anarchy They must must and and they will will will-be be stopped In a radio speech in July Mr Humphrey proposed two programs for the future a program for civil order and a program for civil justice and they go together to together to- to together gether as one He called first for an end to the riots saying we must have the full protection of the law in every American neighborhood Next he demanded that C we strengthen and modernize modern modern- ize our police forces improve our law-enforcement law agencies and ande we e must be willing to pay the bill Police are neglected and shortchanged undermanned undermanned undermanned under under- manned and and underpaid and rarely given the kind of quality training including training in community community com com- relations they know th they y need to do their jobs effectively He says he is going to put the resources of the federal government government for for the first time on a major scale scale behind behind our local police force On gun laws he warns if the states dont don't adopt legislation requiring the registration of all firearms firearms fire fire- arms then the Congress must along with stiffer penalties for carrying concealed weapons But these programs must be combined with attempts at at- tempts to achieve civil justice by conquering hunger unemployment and inadequate education The entire entire en en- tire increase in the crime rate since 1960 is caused by those who are under 18 This indicates that an important part of the answer lies in activities designed designed designed de de- de- de signed to give young people positive activities to lead them away from crime and violence Mr Humphreys Humphrey's major task force report on order older and justice charges that some candidates for high public office have sought refuge from the complex problem of crime in the decisions of the Supreme Court and of lower courts But it is our belief belie that they the candidates are just plain wrong The report asserts that information information- compiled by the National National Na Na- Crime Commission shows that the court decisions deci deci- are not a significant factor in the crime increase increase in in- in- in crease and that FBI figures show that the high solution rate for murders has remained almost con- con constant stant over over the years Am Americans ricans must stop political quibbling quibbling- and elec failure in Vietnam is not the failure of our fighting men in Vietnam but the failure of our leadership leadership leadership leader leader- ship in Washington DC D.C. to back them up Mr Nixon has not detailed his plans for a settlement settlement settle settle- settlement ment because he says this might jeopardize the Paris peace talks and would limit his bargaining power with Hanoi if he should be elected In his statement before the Republican Platform Committee Mr Nixon said we we must seek a negotiated negotiated settlement since our options have been frittered frittered frittered frit frit- away and the swift overwhelming blow that would have b been en decisive two or three years ago is no longer possible today However in a radio interview Jul July 35 15 5 he emphasized emphasized emphasized sized that any US U.S. withdrawal from Vietnam that would amount to surrender of the south to the Communists Communists Communists Com Com- would only lead to more moie and bigger wars in Southeast Asia Mr MI Nixon criticized the administration for overemphasizing overemphasizing overemphasizing over over- emphasizing the style old le conventional military aspects of this new and more moie complex kind of war He says that the war requires far greater attention to training the South Vietnamese them them- selves American troops can can and and should should-be be phased out as local troops are phased in he said What is called for now is a dramatic escalation of our our efforts efforts' on the economic political diplomatic and psychological fronts rather than further escalation escalation escalation esca esca- lation on the military front This would include special special special cial pressure on the Soviet Union perhaps through withholding strategic materials and restricting Import Export Bank credits At the conference table the context in which the final negotiations will occur cannot be predicted but the conference table must be wide enough and the issues s broad enough to accommodate as many manyas as possible of the powers and interests involved Mr Nixon has stated r repeatedly P that bombing of North Vietnam which Vietnam which he calls the trump card myth The present situation can be laid to the failure of the homes and schools and churches of a free society and of the moral and opinion leaders of a nation in their role as watchmen of national standards When this happens he said then the people must fall back for their safety ty upon police and prosecutors and courts the last line of defense of a free people In his statement before the Republican Platform Committee ommittee he said If government does not liot wish America to become an armed camp of million people people peo peo- pie with vigilante justice then government must begin now to reassume the responsibility fo for domestic peace and security Mr Nixon also insisted that the nation must cease to grant special immunities to those who deliberately deliberate deliberate- ly violate the public laws laws even even when those violations are done in the name of peace or civil rights or antipoverty antipoverty anti- anti poverty or academic freedom The former Vice President says a wa war r on crime clime does not preclude a continuing national crusade to eliminate the social conditions from which so many of ot today's criminals have emerged Nor he said is the call for law meant to be any code word for the repression of the black American can Mr Nixon has said he believes that some of at our courts including the United States Supreme Court have gone too far in weakening the peace forces as as' as against the criminal forces in this country One of Mr Nixons Nixon's first actions in office would be to appoint a new attorney general He has charged that the present holder of this office Ramsay Clark expresses his public for penetrating the secrecy secrecy secrecy secre secre- cy of of organized crime because he has publicly refused to use the strictly limited wiretapping authorized authol au au- au- au thol zed by Congress He is not in favor of gun laws requiring licensing of gun owners and rigid control of order mail sales as a means of reducing crime These la laws ws do not keep firearms out of the hands of criminals of all kinds h he said and in cities like New York where there is such a law it disarms law abiding citizens Mr Nixon asserts that the state should disarm the crim crime inal final by assigning harsher penalties for using a gun in the commission of ofa a major crime J r g j q J 1 w c Mr Wallace urges that the United States call upon 4 all the military ability we have including air and naval power in Vietnam But he emphasizes that Wat he does not advocate the use of nuclear weapons J Mr Wallace says he is not concerned with the legality of the war but with the fact that we e are in Vietnam with a half million American servicemen whose lives are at stake and who are totally committed committed committed com com- aid that when he becomes president I will ask sk my attorney general to get indictments against treason in speeches made against the Vietnam war by college college college col col- col- col lege professors He stated earlier that any university university university sity student or professor who supported North Vietnam Vietnam Vietnam Viet Viet- nam should be expelled or fired and that those few people today who are out advocating sedition and raising money and clothes for the Viet Cong should be dealt with as traitors In retrospect Mr Wallace says we should not have gone into Vietnam without first finding out whether our friends in Europe and the Far East would also go in and make a substantial effort alongside us But we are in whether you like it or not he continues He thinks we ought to have a reappraisal reappraisal reappraisal re re- re- re appraisal of our position with our allies telling them that it the war is as much your interest as it is is' ours Mr Wallace has said that he would stop foreign aid to nations which wont won't help in Vietnam and which t the US U.S. has helped I would think these nations ought to start paying back some of the money that they owe us from World War I.
