and will likely meet with a similar reception in the House The demands of war are directly responsible for the change in attitude toward this bill which means much to the future welfare of the west The new ‘treatment of the measure conforms to the reasoning of the west and admits that our conservation policy as applied to natural resources has been attended by serious losses The west has consistently opposed the government's conservation plan pointing to the losses that would accrue to the west and the nation as a result of retarded development War has impressed upon the rest of the need of nevr power back of the nation When the government needed the latent power of the west most it found that it had been locked up The force which could have been thrown behind the war program if
