This vicious health circle has been recognised tor a long time, bat for the first time ths problem has received national airing. Ths National Health Surrey, a lilch was the basis fur the statements Just quoted, wss the first nation-wid- e health Inventory ever taken on such u scale. The survey was conducted by the United States Health Survey in cooperation with the Work Progress Administration. The aurvey la quoted again on the question of Income and sickness: Not only do low income families experience more frequent Illness during the year than their more fortunate but neighbors, their Illnesses are, on the average, of longer duration, (3 percent longer in fact. The annual sickness duration rate coupled with the higher frequency of chronic illness in ths relief group, gives rise to an annual per capita volume of disabilities In ths relief group that Is three time ns great as among the upper Income families 11.9 days as compared with 3.9 days per person. These facts, as revealed by the National Health Survey, make ue realise that the American health problem la tough one, especially in that the patient (and the poor are In the majority ae patients) pays ths lions share of the medical bill with payments which equal 80 percent; the government paying ie percent; Industry 2.1 percent, and philanthropy only 1.9 percent. (Estimates by Technical Committee on Medical Care In The Need For A National Health Program et - 1938.) All these facte are furtner complicated by the large percentage of families In the low Income groups (15 percent of Americas families receive leaa than 31500). The National Health Survey telle ua that 15.6 percent of America's families needed government relief to get along during 1835; 28.7 percent of the fam es received lesa than flOOO; 31.3 percent have Incomea of flOOO to 1500; 15 percent had Incomea of 11500 to $2000; 10.5 had Incomes over $3000. These income figures are confirmed by a more recent study by the National Resources Committee In Its report, Consumer incomes In the United States. Thu low Income families are receiving Insufficient medical care, ie a statement along this same line by the Interdepartmental Committee to Coordinate Health and Welfare a cut kiss In lte bulletin, The Need For A National Health Program. there le more dis- the Technical abling sickness, Committee's Report continues, among the people li the low Income groups than among those In the higher brackets, the proportion who went through a year of life without professional car-w- aa more than three times ae high among the poifrest as among the wealthiest families.
