Recently a joint resolution has been recieved by the Provo City commission from the Utah State Federation of Ijabor, the Associated General Contractors, and various other agencies connected with Labor interests in the state, asking Provo city to discontinue the use of WPA and NYA agencies in the carrying out of public improvements here. The City commission, after reviewing the work accomplished under these two agencies, particularly the WPA work, concluded an answer to the petition by saying: We cannot comply with your request that we discontinue WPA and NYA. Such a policy in Provo would throw hundreds of people in desperate circumstances where direct relief or starvation would be unavoidable. Wc agree fully with the City commissioners in the stand they have taken. We have repeatedly approved of the excellent accomplishments of the commission during the past two or more years, and the vast improvements made in Provo city through their aggressive action in using these Federal agencies, including the WPA. An exhaustive discussion of the merits of WPA and PWA cannot he given here, but the following statement by Mayor Anderson gives some glimpse into their relative values: Some public improvement jobs are better adapted to P. W. A. than W. P. A. Where considerable skill is required or a large part of the cost of the project is in materials, municipalities could do better with P. W. A. on a 46 per cent straight grant from the government than with thp W. P. A. labor alone. On the other hand, it is better for the sponsor to use W. P. A. on jobs where the cost is largely in unskilled labor. All sewer jobs and most waterworks projects contracted to get satisfactory results. We need not to sewer have found W. P. A. particularly and drain work, also main line waterworks extensions have lieen made with little cost to the City. There is no place for a contractor on such simple relief jobs. On street improvements, including curb and gut ter work, P. W. A. would prolmbly prove superior to W. P. A. but one good size P. W. A. project would leave the city flat broke with no bonding halance and therefore lacking the ability to supply materials to W. P. A. projects or any other projects. It is wrong to assume that W. P. A. workers are in all cases displacing or even in a majority of cases displacing labor that would be employed by the contractors. The facts are that W. P. A. labor is employed by Provo City on jobs that could not be financed by Provo City under P. W. A. The work would probably be done sometime, but when? Surely our West Side Sewer, Canyon Water Line, and Drains could not have been financed if more cash had been required from the sponsor as under the P. W. A. plan. Most of our W. P. A. workers, if not employed as they are, would be thown on the labor market and in competition with Union laborers. We are not opposed to the reestablishment of P. W. A. and In fact would prefer it to W. P. A. for certain types of projects where sponsors are able to provide fifty-fiv- e percent of the total cost of projects. Discontinuance of W. P. A. and N. Y. A. for P. W. A. would soon leave us with no type of work relief at all. We would exhaust the citys credit within six months on a P. W. A. program, and even for the six months P. W.
