Show 9&LmON Wednesday, May S, 1974 Page IS PLANNING COMMISSION.. .MEETINGS.. .CITY COUNCIL The City Council at its May 2nd meeting approved a new building permit fee schedule and building contract. Although the building moratorium had been technically lifted two weeks pnor to this action no building permits could be issued until the new fee schedule was established. The sliding schedule Planning Commission covers varied and numerous subjects. Plans and presentations were numerous but action was minimal at the Planning Com- mission Meeting on May 1st. Although conceptual approval could have been granted to projects acceptable to the commission, the meeting was so dominated by attending members of the Master Plan Committee that the Planning Commission members were rarely heard. As things evolved, the presentations served only to familiarize the commission and committee with proposed projects and the population density impact they n would create. A maximum peak-seaso- population limit has been set at 20,000 and the efforts of the REAL ESTATE - Master Plan Committee are being directed toward proper population distribution. Impact on traffic flows is also a prime consideration. The first presentation made was by the Clocktower Condominiums. This is to be a 34 unit, cluster type project, to be located on 1.22 acres at the junction of Empire and Silver King Roads. Next came Holiday Ranch which is a proposed development of 100 single family dwellings encompassing a multi-famil- y project. Plans call for an 18 hole golf course,' a tennis center, an equestrian center, and a possible swimming pool. Included in the 170 acres of land is the proposed 40 acre school site. Following the expansive Holiday Ranch and preceding the multimillion dollar Holiday Inn was the 18 foot by 12 foot Tennis Shack. The 169 room Holiday Inn is to be located on 4.8 acres at the corner formed by Highways 248 and 224. Representatives for this project declared themselves to be desperate for a decision on construction. The Sheraton Motor Inn was next on the agenda. The most comprehensive presentation of the evening was given on behalf of the Unionamerica Lodge. This 10 unit project will be erected on one acre of land adjacent to the Clementine Ski Run and will be the property of Unionamerica Corporation officials. The Shaft Condominiums were next. Bounded by 13th Street, Empire Avenue, and Norfolk Avenue, it will be four units on four lots. Bill Rixeys China Bridge Hotel followed. His building brought up the question of the height restrictions to be imposed on Main Street structures. At present, a 40 foot height limit is proposed. Mayor Price suggested that a maximum height of 50 feet is dictated by the new firefighting equipment which is to be purchased. The China Bridge is blueprinted at approximately 57 feet. At the turn onto Main Street the contract stating also questioned Mayor Price concurred, saying that the document is temporary and not chiseled in stone. It was also noted that as the various water projects progress, stronger assurances can be given. The Master Plan Committe scheduled a Monday, and possibly a Tuesday, night meeting and stated that the Planning Commission will meet this Wednesday in an attempt to clarify the building situation as rapidly as possible. The Spring Cleanup Committee reaffirmed May 18th as Main Street cleanup day. Businessmen and interested citizens will meet at the top of Main Street at 8:30 A.M. and hopefully members of the U.S. Army Reserve will be on hand to lend assistance. A barbecue will be held for participants after the work is completed. City Manager Wayne Matthews reported that four hydrants have been found in need of repair. He also noted that 24 junked cars have been towed away. Councilman Richard Martinex announced that work on the Judge Tunnel Water Project will commence Monday May 6th. the height limitation and Sheila Ivers requested Master a meeting with the Plan Committee to discuss varius alternatives. Not passed as yet but likely to be put into effect also are new water hookup fees . The water hookup fee which is presently $350 per living unit will in all probability be changed to a minimum of $300 for a one bedroom home. A two bedroom home would cost $400, a three bedroom home $500 and $50 will be charged for each additional bedroom. Motels, hotels and lodges will . pay a connection fee of $200 per room plus the set rate for any commercial space. Commercial users will be required to pay a minimum of $300 plus $.50 per square foot for the first 1000 square feet. The charge will be $500 plus $.25 Der square foot for space in excess of 1000 square feet but less than 2000 square feet. Commercial space greater than 2000 square feet will cost $750 plus $.10 per square foot. Heavy commercial and industrial buildings will pay a minimum of $500 plus $1 per square foot and the fee will graduate to $1750 plus $.10 per square foot for an excess of 3000 square feet. The water connection fee for warehouses and storage sheds will be $300 and trailer parks will be $100 per mobile home. Churches, schools and publicly owned buildings will not be charged hookup fees as is also the case for fire fighting equipment and sprinkler systems. Dormitories will pay $25 per person based on capacity. The building permit fees, water hookup fees, and sewer connection fees will e paid before construction commences and an impact fee is subject to payment upon determination of such fee. Contained in the new buildings contract is a provision for payment of a public use charge based on 6 of the land value. Mr. Rick Prince, a representative of Holiday Inn, argued that this was an exhorbitant charge for large projects. He also objected to the absence of a guarantee of water and sewer facilities in the contract saying that this precluded the securing of loans.
