Curtis Jones, chief of Range Operations, made both presentations. 1973. by Emelda Colanto For sometime now the Federal Government has recognized the needs of minorities and as the Equal Employment Opportunity (EEO) program progresses, they are realizing that we have just begun to scratch the surface." IN 1969 THE Federal Government conducted a statistical review which showed there were but 2.8 per cent Spanish --surnamed employees in die Federal Service. In the interest of establishing employment oppersons, both the Cabiportunities for Spanish-speakin- g net Committee on Opportunity for Spanish-Speakin- g and the Civil Service Commission formed an EEO program known as die 16 Point Program." The program, being a part of the government-wid- e EEO Program, falls under the EEO Act of 1972. The overall guidance and assistance is provided by the U.S. Civil Service Commission, through the office of the Spanish-Speakin- g Program. The program does not advocate 'the preferential treatment of Spanish-- , speaking people, but, provides a means to assure that this group will be given the same opportunities afforded to others in competing for all aspects of recruitment, training upward mobility, career counseling, promotion and, in general, to be recognized as an integral part of our society. In January 1973 the Civil Service Commission reproquired die different agencies to appoint a gram coordinator. PROVING DUGWAY Ground appointed Emelda Colanto to represent our installation. The role of the program coordinator is to assist the agency in preparing and implementing an affirmative action plan and to make sure that it fits the needs of the Spanishspeaking person. Overall, the main emphasis of the program is based on recruitment efforts.! Lack of information among the Spanish population on the proper procedures to follow in applying for Federal employment is the major program facing recruitment efforts. There are no Spanish supervisors at Dugway. During fiscal year (FY) 1974 our goal is to increase the percentage of minority supervisors by one per cent. The main purpose of these contacts is to inform them of Dugway s program status, achievements, plan of action, recruitment needs, and to coordinate our activities with their resources. Letters to all Spanish Dugway employees were sent for the purpose of obtaining from them information which may be used to guide diem in applying for better jobs or obtaining more information and guidance on the upward mobility program. It is felt that if concern to- -, ward an individual is shown, that individual will show; more concern toward improving himself.
