Show Friday, March 8, 1974 Bad checks Flick timetable Smart money management is the key to avoiding trouble The phone rings. Specialist Jones, this is die NCO Club. We have a returned check wed like you to pick up. Its a common call It happens almost every day at Dugway, and everywhere else for that matter. The caller and the answerer may or may not have different names daily, but the message remains the same. Someone has written a check without sufficient funds in his account.' A lot of people have had this experience. Its like a parking ticket, or an overdue library book right? Something unpleasant, but nothing serious right? WRONG. Whether you pass a bad check accidentally or tally, youre creating problems for yourself and the person to whom you pas the check. If you write a rubber check, even by accident, honestly not knowing that youre doing so, youre letting yourself in for a service fee. Dugway s First Security Bank charges three ' dollars, and other Salt Lake City area banks charge up to five dollars. Most of Dugway s clubs and organizations charge at least two dollars per bad check. AND THE PERSON who accepted your check in good faith has to go to the trouble of collecting his money. Imagine what that makes him think of you. If you write a bad check knowing full well what youre doing, you can be in big trouble. Military members can be tried under Article 134 of the Uniform Code of Military Justice, or in more serious cases, under Article 123a. Civilians can be tried through civil agencies. Often only a fine line exists between simple forgetfulness and an attempt to defraud, and anyone who tries to walk this line too long is riding for a fall. Every bad check whether intentional or unintentional causes nothing but trouble. THE AVERAGE bad check writer at Dugway is man and woman, military and civilian. He writes bad checks at the commissary, at the PX, at the club, and at the bowling alley. o Ronde Smith, accounting manager for the Area Exchange, says that he receives no less than four bad checks each day1 in die area exchanges. Both the Area and Regional offices for die exchange provide lists of persons who have written bad checks in exchanges. One rubber check will get you on this list for 90 days; write just one more and youre cm the list g permanently. Making the list ends your at exchanges. privileges THE EXCHANGE service is currently experimenting with other bad check prevention programs. 39 installations are using fraud prevention devices, which read finger prints. Eventually, the locations will be tied into a central computer containing a record of all cusd checks tomers who have previously passed to the exchange. But for now, the lists remain at Dugway. When notification of a bad check comes into the Dugway office of the exchange, written notice is sent to die individual concerned. He must respond within five days; if he doesnt, notification of the incident is sent to die individuals commander if military, and supervisor if civilian. If all this still doesnt bring corrective action within 120 days, the debt is written off BUT, the individual loses check privileges completely at the exchange, according to Mr. Smith. en ays Savings Peminiey Iff you dont have our charge It pays to open one. Occasionally, someones deposit hasnt reached the bank before the check, and the bad check will clear on the Officers Club club cadi clerk a second said. But it still takes up a lot of time and work. When one wont clear die bank at all, the clubs notify die individual concerned, giving him 10 days to with a two dollar service charge. pick up die check If it isnt picked up in 10 days, another call is made, giving the individual notice to pick die check up that day, or die matter goes to his commander or supervisor. AS WITH THE exchange, two bad checks loses the privilege for die individual. The NCO Club doesnt run checks through for a second try, eithso it only takes a little carelessness to produce some er unpleasant results. The clubs also have a build-i- n safety factor for collecting on bad checks: any outstanding debt to the club must be paid before you can clear post First lieutenant Patrick J. Coppin, chief of the Disbursing Branch, notes that most of the bad checks he receives are caused by people writing a check before their deposit actually reaches the bank. And innocent as it may sound, such a practice writing a check while knowing that die deposit wont reach the bank in time is illegal. to cover it . run-throug-h, . check-cashi- ng WRITING A BAD CHECK to Lt. Coppins office g will result in loss of privileges for two weeks, and written notification that repetition of the offense will result in loss of privileges altoexcept the one you have to gether. No fee is charged pay the bank. The best excuse Ive ever gotten, Lt. Coppin said, is the guy who says: I didnt have any money, so what else could I do? Bowling Alley Manager Floyd Poppy Ott handles at least 15, probably 20 bad checks each month, but noted that he collects most of the money soon after getting the check back, either by calling the individual or resubmitting the check. IF HE DOES have trouble with someone, he goes to die commander or supervisor. He has followed as far as Germany to collect his money. He someone charges no service fee generally. The hassle of this routine is augmented by the bookkeeping problems involved. Shirley Moon of the Central Accounting Office at Dugway noted, that bad checks often are carried for long periods of time on the various activities books, creating a paperwork nightmare. But even if the bad check is eventually written off the books, this doesnt relieve the individuals responsibility for paying the check off. CENTRAL ACCOUNTING Chief Second Lieutenant Harry C. Alford assists the activities in collecting the bad checks. The Office noted that repetitive pasting of bad checks at any Central Post Fund activity could lead to a g loss of privileges. Involved as it all may sound, the crux of the issue can be summed up by saying: bad checks cause nothing trouble for the passer, and the recipient. but trouble And all this trouble could be avoided by smart money management on the part of the individual. It only takes a little extra time, but it could save you and a lot of other people a lot of hassle. check-cashin- check-cashin- check-cashin- I 99 72 x 90" Sin Warmth without weight Limited Quantity TIIK KINAM'I.M New I.V I'lANvni (MI.I.AK at the library Read a good book lately?
