In all cases, eligibility determination rests with State authorities and individuals applying must meet all requirements. However, individuals should apply even if there is 1 doubt as to eligibility in order to allow responsible State authorities to rule on the claim. STATE BONUS payments are wholly exempt from Federal and State taxes and need not be reported on either income tax form. Following is a listing of the States which have authorized the payment of a bonus and a general summary of requirements which must be met: CONNECTICUT Individuals must have had at least 90 days of active duty between January 1, 1964, and the date which is determined to be the end of the Vietnam Conflict and must have resided in Connecticut for at least (me year prior to entry on active duty. Applicants must have been a legal resident of this State on 1 October 1967. Bonus payment is $10 for each month of active duty between die dates specified above, up to a maximum of $300. IF A MEMBER of the Armed Forces dies during the performance of duty or as a result of duty, survivors may be entitled to the bonus payment For further information and application forms write: Veterans Bonus Division, State Treasurers Office, 15 Lewis Street, Hartford, Connecticut 06115. DELAWARE Individuals must have had at least 90 days of active duty between August 5, 1964 and January 27, 1973. Applicant must have resided in Delaware at time of entry into the Armed Forces if native-boror have resided in the State for at least 12 months immediately before entry. The State of Delaware bonus payment is as follows: $15 for each month of Stateside service, up to a maximum of $225; $20 for each month of foreign service, up to a maximum of $300. Payment to a veteran or his beneficiary may not exceed $300 EXCEPT in the event a veteran dies during service, the beneficiary shall be paid the added sum of $300, or if a veteran has a 60 percent or greater service-- connected disability, he shall be entitled to a payment of $300 regardless of Jus length of service. Individuals must have served on active ILLINOIS duty on or after January 1, 1961, and must have been awarded the Vietnam Service Medal. All applicants must have resided in the State for at least 12 months immediately prior to entering military service. Bonus payment is $100, with $1,000 payable to his beneficiary if the Serviced man was killed in Vietnam or dies from Vietnam n, service-connecte- causes. For further information and application forms, write: Illinois Veterans Commission, Vietnam Compensation Fund, 221 W. Jefferson Street, Springfield, Illinois 62705. Individuals must have served in the LOUISIANA Vietnam combat area between July 1, 1958, and the official termination date of service for eligibility for award of the Vietnam Service Medal and must have been a citizen of the State at time of entry into military service. Bonus payment is $250.00 regardless of the length of service. Application deadline is five years from official termination date for eligibility for Vietnam Service Medal State law also authorizes payment to certain survivors of Servicemen whose death occur within the dates cited above as a result of military service in the Vietnam combat area. In this event, a payment of $1,000 is authorized to survivors. MASSACHUSETTS Individuals must have had six months active duty between July 1, 1958, and prior to the date to be announced as the end of the Vietnam Conflict, and must have had at least six months legal residence in the State immediately prior to entry into military service. Bonus is $300 to those whose duty included the Vietnam theater and $200 to all others. Individuals must have had at NORTH DAKOTA least 60 days of active duty between August 5, 1964, and January 28, 1973, (the date determined to be the end of hostilities in Vietnam) and must have been a legal resident of the State for at least six months prior to entry into the military service. BONUS PAYMENTS will be calculated at the rate of $12.50 per month for Stateside service, and $17.50 per month for foreign service, up to a maximum payment of $1,600.00. PENNSYLVANIA Individuals must have served cm active duty in the Vietnam Theatre of Operation, be eligible for the Vietnam Service Medal and must have been a legal resident of Pennsylvania upon entry into the Armed Forces. Eligibility period - 1 July 1958 to 28 March 1973. Deadline date for applications is 28 March 1975. Payment is computed at the rate of $25 per month or major fraction (15 days or more) for each month spent in the Vietnam Theatre of Operation. Payment is not based on or computed like hostile fire or combat pay. Time spent in military hospitals as a result of wounds, injury or diseases contracted in the Vietnam Theatre is also compensable. MAXIMUM PAYMENT is $750 to living veterans and $1000 to eligible beneficiaries of deceased veterans who died of wounds or a disease contracted in Vietnam as the result of Vietnam Service. SOUTH DAKOTA Individuals must have had service in Vietnam between July 1, 1958, and August 4, 1964, or must have had at least 90 dayi of active duty in the Armed Forces after August 5, 1964, to April 1, 1973 (the latter date determined by the Governor of South Dakota as the termination date for veterans bonus benefits in tbis State). BONUS PAYMENT will be made at the rate of $20 per month for actual time spent in Vietnam and $10 per month for service elsewhere in the world. Maximum payment is $360 for individuals with no service in Vietnam and $500 for individuals with a combination of service in Vietnam and elsewhere. New provision: As of July 1, 1972, certain disabled Vietnam-er- a veterans of South Dakota may collect the maximum bonus of $500, without regard to a time period, if the veteran is 10 percent or more disabled on July 1, 1972, or later for service-- incurred disability while on active duty in the Vietnam area anytime from June 1, 1958 to. April 1, 1973. Such individuals must have received or been eligible to receive the Vietnam Service Medal Application forms and further information may be obtained from: Director of South Dakota Veterans Department, Old Post Office Building, Pierre, South Dakota 57501. VERMONT INDIVIDUALS must have served on active duty in an enlisted grade after August 5, 1964, and a date to be announced and have resided in the State prior to entering active duty. Bonus payment will be figured at the rate of $10 for each month of service, not to exceed a total of 12 months. Payment will be made upon honorable discharge or separation, or upon death in service. WASHINGTON Individuals must have been on active duty between August 5, 1964, and a date to be announced, must have received the Vietnam Service Medal and must have been a resident of the State for a one-yeperiod immediately prior to entry into the Armed Forces. In addition, individuals must not have received a bonus from any other State and must not have served continuously in the Armed Forces for a period of five years or more before August 5, 1964. Bonus payment is $250 which may be received as cash after January 2, 1973, or which may be credited toward tuition payment at institutions of higher learning in the State of Washington. Individual performance awards for top men during the summer en- campment were incorporated into the retreat ceremony. Spirit of 73 Individuals making suggestions during the month of June were given an added bonus as part of the Spirit of 73" suggestion campaign. The top suggestion of die month earned Private First Class James M. Knox, a flag desk set (foreground). But as he was climbing a hill the trailer broke loose, veered across the center line, and slammed into a car coming the other way. The other driver was seriously injured, and in due course brought suit for damages. At the trial, Watson insisted that he was not to blame because it all happened so suddenly. But the evidence showed that the trailer hitch had a faulty weld, and that the defect had been plainly visible before the accident. Result: Watson was held liable. He must exercise a degree of care commensurate with the size and speed of this extra vehicle. Furthermore, he must conform to the special requirements such as a fail safe set of chains that may be called for by the local traffic code. Even if a trailer does not actually break loose, it may still be dangerous because of swaying. Another driver incurred liability because his trailer, swinging from side to side, knocked down a woman walking on the shoulder of the highway. On the other hand, not every injury inflicted by a trailer is the driver's fault. Consider another case in which a runaway trailer caused a collision. This time, the trailer came loose as a result of the shearing off of a pin in the hitching mechanism. But there was nothing to put the driver on guard for such an eventuality no visible defect, no prior experience to warn him of danger. Accordingly, a court refused to make him pay damages. The collision, said the judge, was the result of an unavoidable accident.
