Realizing that the decreasing funds were breeding a potential RIF situation, management countered with programs to reduce operating expenses. A drastically reduced contract program and a significant reduction in the civilian hire level were two of the major decisions directed toward lowering the operating expenses. DESPITE MANAGERIAL actions taken to reduce expenditures, costs incurred in operations continued to exceed fimds available. The present financial situation is such that, should DTC continue to operate with the existing work force, funds for payroll purposes would be exhausted prior to the end of the fiscal year. Considering that it is a statutory violation of law to d governmental funds on the one hand,' and it is unlawful to neglect the due compensation of emequally on a reduction in the size of the work the other, ployees force became necessary. Such was the case with the reduction-in-forc- e decision. over-expen- THE INITIAL authorization for the DTC reduction-in-forc- e called for a decrease in the civilian workforce to a level of 712. But, the command has made a determined effort to maintain the number of civilian employees above the 712 level. It appears now that the recent awarding of new customer service projects will allow for a manning level of 736 civilian employees. These projects resulted, in part, from A MC's recognition of DTCs technical expertise. The objective involves an effort to expand the type of work performed by the Deseret Test Center. One of the major causes of the reduced DTC workload is the decreasing test workload Management's reaction in a situation like this is to diversify into other areas where the center's technical expertise can lie employed This means finding new customers and new jobs. While broadening its productivity potential, management is attempting to preserve DTCs unique expertise in its mission area. A certain amount of change in the organizations scientific and technical exoertise is inevitable, but overall, the majority of the present expertise will be m long-ter- a , . - I'1' FACT, the retention of the Centers expertise is the primary reason that the RIF actions are felt most strongly e in the area of and employees. DTC diversification seems most promising in the fields of envi- ronmental pollution abatement , hazard engineering and US Air Force systems evaluation. Thus, the diversification of work at DTC will be in areas related to the Centers present mission. At the present, three areas appear to be the most promising: environmental pollution abatement, oazard engineering, and U.S. Air Force systems evaluation. The field of environmental pollution abatement is one that is the object of increasing interest in the Armv, as well as all other sectors of society. Accordingly, with the support of AN1C, management at DTC is engaged in aggressive efforts to secure as much of this type of work as possible. In fact, the DTC mission statement was recently amended to include environmental pollution aliatement work among the organization's functions. The analytical Army-sponsor- ed study and allied attempt to reduce the effects of pollutants in the atmosphere were considered a natural extension of the Centers present technical expertise. While our specific experience level at measuring pollutants may be thought to be somewhat limited, our vast experience in sampling atmospheric chemicals, microanalysis and atmospheric transport forms a broad base upon which to build. HAZARD ENGINEERING consists primarily of studies and tests conducted toward the goal of reducing the risks and accident potential involved in ammunition manufacturing and handling. As the DTC test facilities are. geared for hazard evaluation work, commitments have already been initiated. The nucleus of the capability for hazard analysis does presently exist. DTC is moving toward the acquisition of a broader range of talent to fully exploit this capability. The third area that holds promise for the future of DTC is the increasing testing support requirements from the U.S. Air Force. The proximity of Dugway Proving Ground to the Hill Air Force Base and Wendover test ranges, along with DTCs acknowledged tracking and capabilities, give added potential for the Center to support urgent Air Force requirements. The aforementioned areas appear to be the directions for logical diversification. Inherent in these areas is the funding necessary for DTC to sustain itself financially.
