The Jack Webb show is without the stilted dialogue that has been an integral part of previous Jack Webb shows and is probably better without it. When the Sunday Mystery Movie started two years ago it had four shows alternating the time spot when it was on Wednesday. Cohimlw, McCloud, McMillan and Wife, and S.F. International Airport started the 1970 season with S.F. International Airport being dropped after the first season and there was no show to replace it until now. Ceneral Ralph E. The sucqess story of Elva began in 1952 when "for kicks" she joined several friends in taking the Gvil Service Examination for a laborer. That same day she also took the exam for clerk typist. In March of that year, she accepted a position as an Appointment Clerk, at Dugway Proving Ground in the Civilian Personnel OfGS-0- 3, fice. As a result of her original application, she later received an inquiry from Tooele Army Depot for a position as a Warehouse Forklift Operator. Of course, she continued her employment at Dugway. Elva's initiative and interest in self- - development have been rewarding in numerous promotions and re assignments with increasing responsibilities. She has worked in many to include clerk positions typist, personnel clerk, secretary, records administrator and management analyst. When Elva was asked why she chose the Federal Government for a career, she indicated that she didn't feel she stood a chance, but was aware of and desired the job security, excellent retirement and other fringe benefits offered by the Federal Govern- completed courses from the'' University of Utah and the U.S. Army Adjutant General's School. She feels that education is a continuous process and that more employees should take advantage of the Continuing Education Program and correspondence courses. Such initiative is rewarding in both employment opportunities and personal knowledge and satisfaction. Elva's supervisor, Mr. McCIure, feels that she is an outstanding example of what a person could do who wishes to devote personal time and effort for self- - development. He considers Elva a tremendous asset to his organization. In Septemlxsr 1969, Elva was chosen from Deseret Test Center, along with other women of TECOM, for articles in a pamphlet, "The Federal Women's Program." During her career, she has been affiliated with Civilian Welfare Incentive Fund, Awards, Housing Committee, Communication Economy Review Board, served on the Civil Service Board of Examiners, and for eight years, she taught the Work Simplification Course. forces The motivating within Elva, have brought her numerous cash and honorary awards for performance and employee suggestions. The average report score by grade for officer corps will be published periodically. This information will, for the first time, provide a "benchmark from which raters may begin the evaluation of their subordinate officers." RATED OFFICERS will be furnished a copy of their completed report at the time it is rendered. This will enable them to know immediately how they have been rated and to determine that the reports are administratively accurate. Each officer will be given his individual average score. By comparing it with the published average score, he will know where he stands with respect to his contemporaries. Hugh O'Brian heads the cast and alternates with Doug McCIure and Tony Franciosa as cameramen for the World Securities Corporation on each adventure they are involved in. Burgess Meredith is the only star in every episode and may le sorry about that in future shows. Angel Tompkins appears on the show hut only with Hugh O'Brian and never on the screen together. The show runs on electronic gadgets; some implanted in :he skin and some mounted on rings and pendants. The of the show probably stems from the application if the ring mounted cameras and microphones in the skin. Meredith sits in the control room and operates many devices by pushing buttons, and making demands of his workers while using inane dialogue. So far, O'Brian's and McClure's segments have been the most entertaining and although the show is ranked 36th, it lacks any of the qualities that could make it a good show and will probably lie replaced at the end of the season. It was interesting to watch how early day crime detection might have been used to find "whodunit". It was refreshing also to see that it didn't take inordinant amounts of violence to capture the crook and keep the show interesting. With Harry Morgan as a narrator type character, this show brings interest to the otherwise dull western plots floating around today. Other features of the new OER include: The rating officer, not the personnel officer, prepares the description of the rated officer's duties. The narrative evaluations are for use by assignment authorities in identifying areas in which officers have high career development potential. y Also, the suspense to HQDA following the end of the rating period is retained; and throughout the rating period, mandatory officer counseling is required under redefined and expanded standards. DATA FROM OERS will lie computerized for the purpose of assessing the effectiveness of the system and to provide guidance toward evolutionary improvement. For the first time, it will be possible to identify habitually lenient or severe raters and to explore means of equitably minimizing the effects of such rater tendencies.
