Show The DESERET SAMPLER, Fri., Mar. 20, 1970 Plans Training Program AMC In-Dep- Implementing the Secretary program to improve development, procurement and production of weapon and equipment for the Army, the Army Materiel Command i expanding training for personnel associated with its Program for the Refinement of the Materiel Acquisition of the Army Process (PROMAP 70). Assistant Secretary of the Army for Installations and Logis-- . tics, J. Ronald Fox, said recently -- about streamlining weapon system acquisition: "If there is one thing which we have learned from our past efforts to make improvements in the management systems area it is that regulations, instructions, and guides, by themselves, are insufficient to bring about improvements. They must be accompanied by practical, problem-oriente- d training programs to equip individuals with the knowledge and skills they need to handle the problems that arise in implementing and using new management systems. If we do not provide this training for our key personnel, our new management systems are likely to amount to little more than facades." As a result, AMC has developed a PROMAP training plan which emphasizes that the educational program must also be treated as a complete entity and integrated as part of a total systematic approach toward solving the problems associated with weapons systems acquisition. The Command has, therefore, avoided fragmentation of the training program. It has concentrated on developing a plan whereby the educational of function PROMAP-7- 0 complements the from entire acquisition process concept formulation through the production phase. AMC has identified requirements for new courses in 15 specific subject areas needed to achieve the proper educational level for improving the weapon system acquisition process. These areas encompass acquisition management, concept formulation, contract definition, engineering research and development, test and evaluation, and production. Within these areas, the PROMAP-7-0 training plan as currently envisioned includes new courses which involve an estimated annual input of 39(X) students, an increased input to existing AMC and other DoD courses, and an extensive orientation program to lie conducted by AMC functional managers and major sulandinate commands. Some of the courses now in the planning and development tli stage are Cost Analysis, Configu- ration Management, Technical Risk Analysis, Systems Engineering Techniques, Integrated Logistics Support and Preparation of Industrial Plant Equipment for Storage or Shipment (Mobilization Production Package Program). In addition to these courses, two new courses which are now in an advanced stage of development are Cost Estimating Techniques for Systems Acquisition and Managing with Contractor Performance .Measurement Data. AMC's Army Logistics Management Center at Fort lax, Va., k lias already added a Cost Estimating Techniques for course to Systems Acquisition its curriculum. The course will lie presented twice during fiscal year 1970. It will lie given March 16 through April 17, and May 18 through June 19, and is scheduled for seven sessions during fiscal year 1971. Each class will have ail enrollment of approximately 30 students consisting of project engineers and personnel in procurement and production involved in cost estimating at Headquarters Army Materiel Command, and its commodity commands. Among the subjects to lie covered during the course are mathematics, statistics, confidence limits and tests of hypothesis, economics, accounting, learning curve, cost analysis, life cycle and data collection. As progress is made toward foil implementation of the DoD costschedule control systems criteria, full lienefits will not lie derived unless project managers, contracting officers and other key personnel associated with project planning and execution are adequately trained in analysis and use of these data. To accomplish this training, AMCs Army Management Engineering Training Agency at Hock Island, 111., has been tasked to develop and k course, six present a times yearly, on Managing With Contractor Performance Measurement Data." The course will rely heavily oil the use of case studies designed to illustrate the review and analysis of data rather than on calculations, and is designed for project managers, contracting officers, and other key personnel associated with projects required to implement the cost - schedule control systems criteria. ..The case studies, approximately 15, are now under development, and it is anticipated that the Training Agency will present the first class during the early part of the first quarter.
