Displaced Employes Get CSC Job Aid The U.S. Civil Service CommisWASHINGTON (AFPS) sion has approved substantive changes in its program for helping displaced federal employes obtain other jobs in government. While of simplifying procedures,' the changes will broaden the scope to available employes, separated opportunities Changes approved by the commission are based on a successful pilot program conducted in the commissions New York region, and they reflect careful consideration of the views expressed by agency and employe organization officials in response to a recent proposal. Announcing the commissions action. Chairman Robert E. Hampton said: I wish to emphasize the fact that our objective is to strengthen and improve an existing program, for we had a continuing concern for die job security of career employes. But while the changes we have made should increase a displaced workers chances to be considered for other jobs, we cannot make an absolute guarantee of succem in every case. He said that, as in the past, the commission will expect employing agencies to do everything possible to help their displaced employes obtain other jolis, preferably liefore they have to &e separated. When they cannot, he added, we will see that such employes receive first consideration for vacancies that exist in other agencies. Principal changes in the Displaced Employe program approved by the commission are: Previously, only career employes received priority referral to vacant jobs. Now employes will get priority referral also. In the past, priority referrals were made only in the commuting area, and the referral was extended beyond the local area only if the employe could not be placed locally. Priority referrals will now lie rpade anywhere within one civil service region of the employes choice, and if he desires, in the Washington, D.C. area as well. Previously displaced employes could apply for only two positions. They will now lie considered for up to five occupational areas representing the full range of their occupational skills. In the past, the commission would not certify candidates from a register of eligihlcs. nor authorize an appointment from outside the register, to fill a vacancy which could lie filled by a displaced einploxe who was available and eligible for priority referral. This practice will lie continued. Also, past policy allowing for the displacement of a TAPER employe (one appointed temporarily to a job pending establishment of a register) to provide placement opportunities for a displaced employe will lie continued, and term employes (those appointed for a specific period of employment) will also lie subject to stub displacement. ' Previously, interagency hoards of Civil Service examiners had to rate applications of displaced employes under regular standards before referring a for job considworker displaced eration. Now this step will he eliminated. Instead, the displacing agency will identify the employes skills for refenai purposes and the agency with the vacancy will determine that the employe meets applicable standards. This should speed up referrals In the past, the D unploye program ewered tae,n ecr and ploves displaced hv reduction, in force, and empires unable to diqld 1 farcer-tonditu- accept assignment to area, plus commuting certain THE BRAVE is inschlx'd in black letters the horizontal axis of the glolx AMC officially adopted SENAL FOR THE BRAVE" as R motto August 1, 1968, after reviewing 16,302 motto strength and support, is not completed to indicate the continuing research, development, production, procurement, storage, transportation and distribution.
